What you will do:

  1. Role and responsibilities:

With a strong focus on programme quality and support, the Head of Programme Support will guide the development and continuous evolution of NRC Sudan country’s grant portfolio and will be the PCM compliance/focal point. As delegated from the Head of Programme, ensure a robust Monitoring and Evaluation system for the Country programme.

Key objectives for this role include:

Generic responsibilities:

Line management and staff development 

2.        Support in the development of  a multi-year funding strategy, programme forecasts and identify funding opportunities, taking particular account of changing donor priorities

3.        Accountable for compliance in relation to grant management and project cycle management processes, as delegated from Head of Programme

4.        Manages the development of submissions to donors, including project proposals and coordinate input for reporting to donors. 

  1. Responsible for quality control of donor applications and reports 

  2. Responsible for the management of consortia of which NRC is the lead agency, and in development of any consortia applications; line management of the consortia managers

  3. Ensure a robust M&E system is in place, including an appropriate beneficiary feedback mechanism. Regular monitoring and data collections should be analysed and factored into future programme design and development

  4. Ensure all programme staff are trained in NRC’s project cycle management 

  5. Compliance and adherence to NRC policies, guidance and procedures 

  6. Deputising for the Head of Programmes 

Specific responsibilities:

  • Oversee the integration of Safe and Inclusive Programming minimum standards into PCM and other processes, as well as roll-out of NRC Sudan’s Safe and Inclusive Programming action plan

  • Oversight of other cross-cutting thematic areas of work and integration into programming and routines, as those positions are added to the Program Support Unit
  • Responsible for leading on NRC involvement in select consortia as partner
  • Initiate the development and embedding of technical guidance documents/SOPs and tools relevant to the Programme Support Unit.
  • Lead programmatic audits focussed on quality, compliance, timeliness, and relevance.
  • Contribute to lessons learnt and evidence-based programming in a systematic manner.
  • Oversight of initiatives and responsibilities as delegated by the Head of Programme.
  • Ensure coordination between NRC Sudan’s, Regional Office and Head Office on cross-cutting thematic areas of work, consortium management and PCM.

What you will bring

1. Professional competencies 

Generic professional competencies for this position: 

  • Minimum 4 years of experience from a senior level project implementation position in a humanitarian/recovery context

  • Master's degree in related field such as international law, international development, or social sciences (desirable). Candidates with Bachelor’s degree in the preferred fields will be considered if relevant work experience considerably exceeds the minimum requirement of 4 years

  • Strong knowledge of global protection standards and humanitarian principles

  • Demonstrated experience in developing technical standards for core areas of protection from violence programming (including Site Management or UDOC experience); Experience in creating and implementing referral pathways

  • Documented results related to the position’s responsibilities

  • Knowledge about own leadership skills/profile; ability to think strategically

  • Solid understanding and experience of refugee crisis contexts

Context/skills, knowledge and experience: 

  • Minimum 4 years’ experience from a senior grant management position, with responsibility for programme, in a humanitarian/recovery context
  • Experience of working on, coordinating or leading consortia or other forms of partnership implementation
  • Experience in M&E systems and approaches, and accountability mechanisms and frameworks
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s licence.

2 Context/Specific skills, knowledge and experience:

  • Knowledge of the context in Sudan

  • Knowledge of donor landscape, priorities and conditions

  • Experience of working in integrated programmes 

  • Experience of steering the development of M&E systems
