Job Overview/Summary:

Supply Chain Manager (National Staff) is a key position to the success and delivery of quality programs. IRC defines Supply Chain as those systems and functions necessary to implement programs effectively, inclusive of planning, procurement, logistics, inventory management, property and asset management as well as vehicle and fleet management. The Supply Chain Manager is responsible for supporting the Supply Chain function to ensure efficient procurement and delivery of supply chain functions in Yangon office.  

Major Responsibilities: Under the direct supervision of the Senior Supply Chain Coordinator, you will be responsible for the following:

Supply Chain Planning

The Supply Chain Manager is responsible for working closely with internal and external stakeholders to ensure effective supply chain planning and preparation to support program implementation. Supply chain planning includes; -

  • Develop procurement plans for active grants, in collaboration with program Coordinators/Managers and internal and external stakeholders to support program implementation.

  • Ensure program teams develop distribution plan for supplies

  • Coordinate with supply chain field staffs to ensure that there is sufficient spaces in warehouses before sending program supplies to the field sites.

  • Ensure that supply chain department is well staffed and roles and responsibilities of each have clear job description.

  • Preparing procurement plans, transport plans and distribution plans.

  • Implementing all IRC procurement SOPs

  • Develop sourcing strategies and relationships with suppliers.

  • Monitor supply market and conduct market surveys & analysis.

Procurement

·       Responsible for creation and management of list of Authorized Suppliers in the Integra, using IRC’s selection and pre-qualification processes. Update list on a regular basis and circulate to relevant staff.

·       Responsible for managing the approved Item Requirements/PR through Integra system

  • Monitor supply market and conduct market surveys & analysis.

·       Responsible for providing relevant information (supplier references, site visits, historical data, and anti-terrorism compliance) to the MDM for ATC check

·       Manage Contracted and Authorized Suppliers (MPA/MSA) in terms of quality, delivery time and value for money.

·       Organize to conduct regular market surveys in key procurement categories to ensure that IRC is receiving the best value for money.

·       Focal point for all tender procurement process.

·       Supervise preparing Requests for Proposal and manage contract/tender processes.

·       Support procurement functions for field offices that need to be sourced from capital market

Transport Management

·       Work with Yangon based Supply Chain team and in consulting with Senior Coordinator, Access, Safety and Security for the transportation of procured items to field base locations.

·       Manage and be accountable for the vehicle fleet, all vehicle-related parts and consumables, including fuel.

·       Ensure the correct and timely routine maintenance and repair of IRC vehicles and generators.

·       Ensure that all vehicles carry the required on-board documentation and that all documents are kept current (including insurance).

Compliance

·       Monitor the policies and procedures to ensure that they are kept updated and relevant to the in-country situation and IRC programming requirements.

·       Ensure that compliance with policies is documented through systematic and random verifications of policy implementation and Procurement records, based on a schedule agreed with the Sr. SC Coordinator

·       Provide consistent and constructive support to other departments to ensure compliance with policies and procedures.

·       Promptly inform Sr. SC Coordinator of any areas of concern of potential or suspected violations of policies and procedures.

·       Ensure there is no negative audit observations/findings related to Procurement. If required corrective actions plans are developed & implemented to address audit findings.

·       Ensure that issues of compliance are standardized across all field sites.

Staff Management and Development

·       Ensure the team member is well understood roles and responsibilities of each task.

·       Ensure that supply chain staff annual leave is tracked and planned and that there are sustainable coverage and backup for staff going on leave.

·       Review and approve/endorse timesheets of SC staff monthly and leave requests when the requests are made. • Identify training needs for the staff and make recommendations to the Sr. SC Coordinator
