VPU Context: 

The World Bank’s Pacific department (EACNF) covers nine countries (Fiji, Kiribati, Marshall Islands, Micronesia, Nauru, Palau, Samoa, Tonga and Tuvalu) and is home to more fragile and conflict-affected states than any other region outside of Africa. Over the past few years, the Bank has substantially scaled-up its program and field presence in the Pacific, with a focus on initiatives that address the challenges of fragility, isolation, size and limited capacity, and create a foothold for wider development engagement with emphasis on country-specific strategies along three axes; (i) encouraging regional/global integration; (ii) building resilience against external shocks; and (iii) promoting economic reform and private sector development.

Unit Context: 
The World Bank has established a new sub-regional office in the North Pacific, covering the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) and Palau. The World Bank’s engagement with these three countries is guided by the Regional Partnership Framework for nine Pacific Island Countries (PIC9 RPF). The RPF has four focus areas: (i) fully exploiting the available economic opportunities; (ii) enhancing access to employment opportunities; (iii) protecting incomes and livelihoods; and (iv) strengthening the enablers of growth opportunities (macroeconomic management, infrastructure and addressing knowledge gaps). In FSM and RMI, the World Bank program has increased substantially, both in number and volume of operations. The sub-regional office is based in Pohnpei, FSM. The current in-country staffing for the North Pacific comprises of a Resident Representative, a Senior Operations Officer, a Country Officer and an Administrative Support staff.
The Team Assistant (TA) will carry out the full range of administrative support work, including serving as a receptionist, managing the office supplies, providing data management and logistical support, assisting to manage suppliers and contractors and monitoring the Resident Representative and Senior Operations Officer schedules, as well as supporting other staff located in the office and visiting teams traveling to the North Pacific.   
The successful candidates will be offered two (2) year renewable term appointments.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment.

Duties and accountabilities:

• Greet visitors and direct them to the appropriate office.
Answer telephones, route calls, take messages, answer routine inquiries and maintain a log of inquiries, as required. 
Gather incoming mail from the post box and distribute to staff; distribute mail from the WB to government officials. 
• Answers routine inquiries from borrowers and suppliers on procurement and referring to other staff as appropriate.
• Maintain current distribution lists, phone/address lists of contacts, and distribute documents for the team.
• Monitor level of supplies and order stock, distribute office supplies. 
• Provides operational assistance in implementation of the unit work program.
• Assist in the conduct of research in a specific field of study.
• Track conference room reservations and meeting needs, as well as organize and maintain the conference room facilities. 
• Provide logistical planning and support for various events, such as mission visits, conferences, workshops, negotiations.
• Assist with printing, scanning, photocopying and maintaining the technology equipment in the Country Office. 
• Run various errands, as required, and resolve office-related malfunctions. 
• Coordinate schedules taking priorities into account, monitor changes, and communicate information to appropriate staff, inside and outside the country office, as well as officials outside the World Bank (WB).
• Coordinate and provide logistical support to WB staff, including the processing of Entry Visas and travel as well as providing local contact information such as hotels, transportation, and restaurants to visitors. 
• Draft routine correspondence, project related documents, and proofread materials using proper grammar, punctuation, and style.
• Incorporate agreed comments into documents, making full use of shared drives and software capabilities.
• Use WB systems for data entry and processing pertaining to travel, tracking of assets and procurement and payment of goods and services. 
• Work productively and take initiative to support the Resident Representative and other country office staff. 
• Support administrative functions and carry out any other related work assigned by the Country Office team. 
• Frequent interaction with the following: Internal Contacts, Other VP and Global Practice (GP) units, IFC and MIGA and other institutional units, staff in all locations, locally and internationally, external Contacts such as Government Officials, Consultants, and External Organizations.

Note: Preference will be given to nationals of the duty station or non-nationals with legal authorization to live and work in the duty station.

Selection Criteria

•Preferred education – High school diploma with 5 years of experience or equivalent combination of education and experience. A university degree would be an advantage.

Excellent communication skills and proficiency in both written and spoken English and FSM languages (especially Pohnpeian).

•Effective time management and organizational skills and ability to produce high quality work under pressure. 

Committed team player with demonstrated inter-personal skills and ability to work effectively in a multi-cultural environment. 

•High level of discretion in dealing with sensitive or highly confidential matters. 

Proficient information technology skills (Microsoft Word, Excel, Outlook and PowerPoint) and willingness to learn new programs and applications as needed. 

•The candidate should have the legal right to work in the FSM.
