Job Purpose

The PMER Senior Officer supports the Norwegian Red Cross Country Office (CO) in strengthening results-based management across its humanitarian portfolio. This includes leading efforts in planning, monitoring, evaluation, reporting, as well as information management and communications, to enhance accountability and optimize humanitarian outcomes. The position plays a key role in ensuring effective implementation of project cycle management by coordinating closely with the Norwegian Red Cross and the Ukrainian Red Cross (URCS) project teams. This is done in alignment with the Operational Framework, technical standards, and project agreements. Working in close collaboration with the Norwegian Red Cross country team, URCS PMER department, and field staff, the PMER Senior Officer (SO) provides methodological guidance, ensures the quality and relevance of monitoring tools and activities, and facilitates learning and knowledge sharing to inform strategic decision-making. In addition, the PMER SO provides technical advice and capacity support to field team focal points on PMER matters, ensuring consistent application of tools and standards, strengthening data quality and use, and building a culture of accountability and evidence-based programming at the field level.

Job Duties and Responsibilities

Strategic Coordination responsibilities

  • Coordination of donor applications and reports, in line with established internal deadlines, project agreements and project plans. Responsible for CO reporting, including tertial reports, annual reports and bulletins.
  • Provision of technical support for the design, monitoring, evaluation and reporting of projects implemented by Ukrainian Red Cross (URCS) and supported by Norwegian Red Cross (NoRC).
  • PMER capacity building for NoRC and URCS staff. Support NoRC and URCS staff in optimizing results-based management through improved monitoring tools and feedback loops.
  • Quality assurance of monitoring data coming from the project teams.
  • Focal point for internal and external communications.
  • Provide technical advice and mentorship to URCS field team focal points on PMER to ensure consistency, quality, and learning across all operational sites.
  • Ensure strategic use of PMER evidence and lessons learned to inform decision-making and future program design.

Operational responsibilities

  • Responsible for CO reporting including tertial reports, annual reports and bulletins.
  • Use information from program activities and field reporting to compile quick results information products on program status and impact, including success stories.
  • Support on Monitoring, Evaluation, Accountability and Learning (MEAL) processes in the CO including secondary data reviews and analysis.
  • Contribute to monitoring and evaluation activities as requested by the MEAL Coordinator. Such as participating in the project kick-off, review, and close-out meetings to ensure replication of good practices and synergies across projects. Supporting coordination meetings with URCS PMER department.
  • Cooperate with the oblast level teams on documentation preparation to comply with URCS and Norwegian Red Cross rules and regulations in project implementation, monitoring and evaluation.
  • Coordinate and implement appropriate data collection and analysis tools and methodologies to track program performance according to CO MEAL plan.
  • Quality assure data in the Indicator Tracking Table (ITT) and in DHIS2. Monitoring program performance against set indicators and work to ensure that reporting aligns with performance targets and objectives.
  • Act as focal point for DHIS2 and extract data from DHIS2 for ITTs and evaluations.
  • Provide regular mentorship and guidance to project team and field staff to ensure quality monitoring and reporting.
  •  Support project team with monitoring visits to the location where projects are implemented.
  •  Ensure facilitation of knowledge building and management focusing on organization of trainings for the operations/ projects staff on programme, lessons learnt workshops and best practices in programme.
  •  Review quality of all English products prior to release and support CO with translations.
  •  Act as a focal point for NoRC HQ communication teams and provide communication pieces on request.
  •  Perform other duties and tasks not covered in this job description upon requested from the MEAL Coordinator.
  •  Ensure coherence and alignment between CO-level MEAL plan, donor requirements, and URCS reporting systems.
  •  Strengthen feedback loops between field-level monitoring and CO decision-making to enhance accountability and adaptive management.

Collaboration

  • Collaborate closely with the Norwegian Red Cross Country Office (CO) project team in Ukraine, working under the guidance of the MEAL Coordinator.
  • Engage and work closely with the URCS Quality Control and Accountability (QCA) department including the Planning, Monitoring, Evaluation and Reporting (PMER) and Information Management (IM) units as well as the Digital transformation department.
  • Work closely with the RO, especially with the Results-Based Management and IM Coordinator and Deputy Regional Representative.
  • Engage and work closely with the Global Donor reporting advisors in the Partnerships and Resource Mobilization Unit at NoRC HQ in Oslo.
  • Work closely with the Information Management team of the Technical Unit based at NoRC HQ.
  • Collaborate with Communication department at NoRC HQ.
  • The position will be directly managed by the MEAL Coordinator and is expected to maintain close coordination with all technical leads in the Country Office.
  • Maintain functional collaboration with program focal points in the oblast-level URCS teams to ensure quality monitoring, reporting, and alignment with CO-level priorities.

Mission specific responsibilities

  • This position will be based in Kyiv but with frequent field visits (approx 50%) to ensure effective monitoring.
  • Undertake regular field missions to URCS operational sites to provide technical guidance, mentorship, and quality assurance of monitoring and reporting.
  • Ensure that field visits feed directly into CO-level planning, donor reporting, and adaptive management processes.
  • Represent the Norwegian Red Cross Country Office in field-level coordination meetings when delegated by the MEAL Coordinator.

Education

Required

  • University degree(s) at post-graduate level in relevant fields of study. ‎‎

Experience

Required

  • Minimum 3 years of work experience within Monitoring, Evaluation, Reporting and ‎Communications in humanitarian or development program
  • Proven experience supporting and engaging with humanitarian teams in complex ‎emergency settings.‎
  • Strong background in donor reporting and proposal development. ‎
  • Demonstrated expertise in planning and conducting needs assessments, outcome ‎monitoring, and managing both quantitative and qualitative data collection and ‎analysis. ‎
  • Proven experience as facilitator and training skills, with experience in delivering ‎workshops and knowledge-sharing sessions. ‎
  • Familiarity with digital tools such as DHIS2, Kobo Toolbox, and Power BI. ‎
  • Proven experience and ability to provide technical guidance and capacity building on ‎PMER to diverse teams, including field staff. ‎
  • Strong coordination skills with experience engaging multiple stakeholders across field, ‎national, regional, and HQ levels.‎
  • Experience and ability to link monitoring, evaluation, and learning to strategic ‎decision-making and adaptive program management.‎

Preferred

  • Prior experience working within the Red Cross Red Crescent Movement is preferred.
