Organizational Context

According to the World Health Organization, road traffic injuries claim more than 1.19 million lives each year and result in approximately 50 million injuries.  Low and middle-income countries are disproportionately negatively affected.  Globally, road traffic deaths are the leading cause of death among young people aged 5 to 29 years and can cost governments between 3 and 5% of GDP.  Road traffic injuries and deaths represent a manmade humanitarian crisis and GRSP/IFRC are committed to evidence-based interventions to address this global pandemic.  GRSP’s work includes: 

  • Carrying out a variety of member and non-member funded road safety projects and research throughout the world but focused primarily in Africa, Asia, and Latin America.
  • Managing a Road Safety Grants Program that supports civil society and Red Cross/Red Crescent National Societies to strengthen legislation and policies that impact on road safety.
  • Undertaking projects in low- and middle- income countries to reduce road crash deaths and serious injuries.
  • Running road policing capacity building and training programs in multiple cities and countries.
  • In conjunction with Johns Hopkins University International Injury Research Unit, running Global Road Safety and Road Policing Leadership programs.

GRSP’s work is funded by members, donors, and development banks, with Bloomberg Philanthropies being a major contributor through the Bloomberg Philanthropies Initiative for Global Road Safety (BIGRS).

GRSP’s work specifically contributes to meeting the United Nations Sustainable Development Goals (SDG) 3.6 - “By 2030, halve the number of global deaths and injuries from road traffic crashes” and 11.2 – “By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all, improving road safety, notably by expanding public transport, with special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older persons.” GRSP also contributes to meeting the broader SDG sustainability agenda.

Job Purpose

The Senior Officer – Road Policing Programme Delivery serves as the GRSP lead representative and primary focal point for supporting the implementation of the Road Policing Capacity Building Programme at both country and city levels.

This role blends hands‑on project implementation with substantive contributions to developing tools, analytical products, and expert capacity‑building resources. It requires close collaboration and coordination of work of Road Policing Consultants and local enforcement agencies, providing technical expertise in training needs assessments, shaping road policing capacity‑building plans, and defining key objectives and expected results.

The position aims to strengthen the effective enforcement of legislation targeting major road safety risk factors, including drink driving, speeding, and the use of seat belts, child restraints, and motorcycle helmets.

The Senior Officer is expected to work with a high level of independence, demonstrate strong analytical and organisational skills, and operate effectively within an international, expert-driven environment.

Job Duties and Responsibilities

•    Serve as the primary focal point for implementing GRSP road policing capacity‑building activities in designated countries and cities under the Bloomberg Philanthropies Initiative for Global Road Safety.
•    Develop detailed work plans and activity schedules for assigned locations, in collaboration with GRSP Road Policing Consultants, and coordinate their alignment with police unit leadership and road policing agencies to ensure relevance to local priorities and operational needs.
•    Coordinate the operational work of Road Policing Consultants to support the achievement of country‑ and city‑level programme objectives, ensuring high‑quality delivery and consistent follow‑up.
•    Maintain regular engagement with senior officers and leadership of road policing organizations and traffic agencies to facilitate strong collaboration and ensure smooth implementation of programme activities.
•    Design, plan, and coordinate the preparation and delivery of good‑practice workshops for police and road policing agencies at all levels, informed by comprehensive training needs analyses.
•    Collect, review, and analyse training reports to provide actionable feedback and contribute to the refinement or development of new training modules and capacity‑building products.
•    Communicate and liaise with relevant BIGRS international and local partners to align GRSP capacity‑building activities, strengthen coordination, and enhance overall programme impact.
•    Represent GRSP at meetings, events, and conferences within the assigned country and city portfolio, contributing expertise on road policing and capacity building.
•    Coordinate with GRSP/IFRC service providers to manage logistics related to training, workshops, translations, travel, equipment procurement, and other operational requirements.
•    Prepare and submit timely monthly, quarterly, and annual reports on country‑ and city‑level activities, capturing progress, challenges, and key results achieved.

Education

Relevant professional or technical training (or equivalent experience) in an area related to capacity building, training, enforcement, road safety management

Experience

At least 6 years of professional experience in road policing organization.

Experience in conducting training needs assessments, designing and developing training programs, and integrating operational knowledge about road policing tactics and interventions, principles of general and specific deterrence and evidence-based road policing tactics into curricula.

Experience in reviewing training materials and evaluating programme effectiveness to inform continuous improvement and supporting train-the-trainer or internal training models.

Experience in developing operational and instructional documents that support the professional and effective delivery of road policing capacity‑building activities

Experience in coordinating distributed teams and supporting team members operating across multiple geographic locations.

Experience in working with government counterparts at national, sub‑national, or city/regional levels.

Experience in engaging with media partners to strengthen public and institutional support for road policing initiatives.

Knowledge, Skills and Languages

Strong communication skills, including the ability to prepare clear, well‑structured reports tailored to diverse audiences.

Ability to assess existing road policing strategies and operational plans, and to identify opportunities for strengthening their effectiveness.

Understanding of policy‑making and political processes, including where and how to influence these processes to advance road‑user protection and road safety reforms.

Strong strategic planning and operational coordination capabilities, with the ability to develop and implement context‑specific work plans.

Excellent facilitation and training skills, supported by experience delivering workshops and capacity‑building activities for professional audiences.
