This position is located in the Country Office in Mexico (COMEX), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) with duty station in Mexico City, Mexico. The incumbent will work under the direct supervision of the regional Programme Coordinator (PCCP) who is based in Santo Domingo, Dominican Republic, and the overall supervision of the Representative, COMEX, as well as under the overall guidance of the Senior Law Enforcement Expert (Drug Control and Crime Prevention, Head of PCCP). Responsibilities
The focus of the Passenger and Cargo Control Programme (PCCP) is to assist law enforcement agencies to identify and inspect high-risk cargo and passengers. The incumbent will perform the following specific tasks: • Support the planning of, and coordinate and implement the programme/project strategies and activities in Mexico as outlined in the project document, provide technical inputs and support coordination with donors and partner-country Port Control Units (PCUs), Airport Control Units (ACUs) and Land Border Control Units (LCUs). • Guide, coordinate and supervise PCCP staff in Mexico towards the accomplishment of PCCP’s objectives. • Design work plans for the timely achievement of the project objectives. • Plan, organize and carry out the collection, evaluation, analysis, compilation and dissemination of statistical data by selecting methods of data collection, selecting and implementing methods for checking collected data and selecting and implementing appropriate methods for data processing for incorporation into data bases. • Provide backstopping and support on technical, substantive and administrative issues within the assigned technical assistance activities and programme. • Conduct field missions including assessment missions and technical survey visits to project sites in order to assess needs, oversee implementation and assess the efficiency of resources used. • Guide and orient the efforts and contributions of consultants, project personnel, donors, institutions and counterparts in countries concerned towards the achievement of project objectives. • Ensure effective financial management, monitoring and reporting of the project budget. • Coordinate the preparation of information materials (brochures, website, posters, etc) in support of the PCCP; disseminate PCCP-related materials to governments, NGOs and the general public. • Expedite and endorse submissions according to UNODC procedures and the project document, ensure timely project reviews, revisions, monitoring and completion of related reporting obligations, including through data collection, etc. • Undertake fund-raising activities to support the PCCP; and identify private sector sponsors, and follow-up on outreach or correspondence with potential contributors. • Support and promote the expansion of the projects to new countries and help secure Government agreement. • Organize training courses, seminars, working groups, and workshops in coordination with the UNODC programme partners, the World Customs Organization, Interpol and ICAO. • Undertake general and administrative arrangements, including preparing funding requests, and liaising with national authorities and international organizations. • Prepare as required jointly, with project staff, all necessary project progress reports and project segment implementation delivery rate reports, including through data collection. • Collect and analyse data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Perform other work-related duties as required.

Education
An advanced university degree (Master’s degree or equivalent), in criminology, political science, international relations, security studies or other relevant disciplines is required. A first-level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Formal qualifications or certifications from a recognised national or international customs authority, police academy, or military-training institution, supplemented by specialization in criminal justice, crime prevention, or law enforcement, in combination with four (4) additional years of qualifying work experience, may be accepted in lieu of the first level university degree.

A minimum of seven years of progressively responsible professional work experience in the area of border management, law enforcement or trade supply chain security, or a related area is required. Work experience in the implementation of technical assistance activities and in project management is required. Work experience in strengthening regional law enforcement cooperation is required. Work experience supporting and working with law enforcement agencies and counterparts in the field in the area of border management is desirable. Experience with the United Nations System or similar international organization is desirable. Experience in data analytics or related area is desirable.
