Duty Station of the Consultancy: Georgia
Duration of Consultancy: 30 working days (over a three-month period)
Nature of the consultancy: Supporting the implementation of the labour market assessment by providing analytical, technical, and coordination support, along with local expertise.
 

Project Context and Scope

Georgia faces a complex and evolving migration landscape shaped by persistent skills mismatches, limited access to quality employment opportunities, and increasing climate-related vulnerabilities. These structural challenges contribute significantly to outward migration, particularly among young people, and hinder the sustainable reintegration of returnees, internally displaced persons (IDPs), eco-migrants, and immigrants.

In response, the project “Building Resilient Futures for Migration-Prone Populations in Georgia (REforM)” aims to address these challenges through private sector–driven skills development and employment interventions, alongside broader measures to strengthen migration governance and resilience.

Despite ongoing reforms, the vocational education and training (VET) system remains insufficiently aligned with private sector needs, resulting in a gap between labour supply and demand. Employers frequently report difficulties in filling vacancies due to a lack of relevant technical and soft skills, while job seekers - especially youth and women struggle to access stable and decent employment opportunities. This mismatch is further exacerbated by rapidly evolving labour market dynamics, including digitalization, climate change impacts, and shifts in sectoral demand.

At the same time, climate change is increasingly affecting rural livelihoods and contributing to internal displacement, particularly among eco-migrant communities. These populations often face limited access to labour market opportunities and skills development paths, increasing their vulnerability and reliance on irregular or informal migration channels.

While preliminary sectors such as IT, agriculture, construction, transport and logistics, and hospitality have been identified, there is currently insufficient evidence on specific occupations, skills requirements, and future labour market trends within these sectors, particularly in relation to domestic employment opportunities.

In this context, a comprehensive and demand-driven labour market assessment is required to generate robust, evidence-based insights that will inform the design of targeted vocational training programmes, ensure alignment with private sector demand, and enhance employment outcomes for vulnerable populations under the project.

Objective of Consultancy

This consultancy aims to support the implementation of a demand-driven labour market assessment in Georgia, working in close collaboration with the international consultant. The assignment will contribute to identifying priority sectors, occupations, and specializations and inform the design of certified vocational education and training (VET) programmes aligned with labour market needs. 

The national consultant will provide analytical technical and coordination support to the implementation     of the labour market assessment by contributing local expertise, facilitating access to stakeholders and data, and ensuring that the assessment reflects the Georgian labour market context.

Management Arrangement

The national consultant will work under the overall supervision of the REforM project manager and the direct supervision of the project coordinator. The National Consultant will work in close relations with the international consultant.  The service provider will be directly responsible for, reporting to, seeking approval from, and obtaining a certificate of acceptance of outputs from the REforM Project Team. 

Roles and Responsibilities:

The national consultant, in close collaboration with the international consultant, will undertake the following tasks:

  1. Supporting desk review and contextual analysis:

  • Contribute to the review of labour market trends in Georgia; 

  • Identify and compile relevant national studies, reports, datasets, and policy documents

  • Provide contextual insights on national policies, regulatory frameworks, and labour market dynamics, and translation if needed.

  1. Supporting development of the inception report:

  • Contribute to the development of the workplan and timeline; 

  • Support the preparation of the inception report, through review of the methodology and data collection tools to ensure alignment within the local context.

  1. Facilitating data collection and employer engagement:

  • Implement of data collection activities, including, coordination and administration of employer surveys, organization and facilitation of key informant interviews (KIIs) and focus group discussions (FGDs), according to the methodology.

  • Mobilize and liaise with stakeholders, including employers, business associations/ chambers, sectoral experts 

  1. Ensuring stakeholder coordination, acting as the primary focal point for national stakeholders, and facilitating communication between the international consultant and local counterparts, assisting in organizing and facilitating stakeholder meetings.

  2. Supporting labour market assessment through providing inputs to the analysis of quantitative and qualitative data, including identification of  skills demand,  labour market trends in selected sectors and validating findings against local realities and institutional knowledge. 

  3. Ensure that analysis reflects the needs and constraints of vulnerable groups, including youth, women, eco-migrants, and IDPs, and supports inclusive labour market outcomes.

  4. Support analysis of emerging labour market trends, including green skills and digitalization;

  5. Contributing to defining occupational profiles by providing local labour market insights and validating required skills, competencies, and tasks.

  6. Supporting identification of tools, equipment, and training requirements, as well as certification and regulatory requirements.

  1. Assess the alignment of identified occupations with the existing VET system in Georgia, including:

  • Availability of relevant programmes in VET institutions; 

  • Gaps in curricula and training capacity; 

  • Opportunities for upgrading curricula, training equipment, and instructor capacity             

  1. Provide inputs to identify opportunities for apprenticeships and work-based learning aligned with labour market demand; support the organization of validation workshop and ensure integration of stakeholder feedback into final report.

  2. Perform any additional tasks related to the assignment, as agreed with the international consultant the project team.
  3. Compile a final consultancy report, including recommendations and the accomplishments undertaken during the consultation period.

Responsibilities

Category B Consultants: Tangible and measurable outputs of the work assignment 

Deliverable 1: Consolidated written input provided to the inception report, covering key findings from relevant studies, datasets, and policy and regulatory frameworks related to employment and skills development, as well as stakeholder mapping, submitted by 10 May 2026.

  • Deliverable 2: Concise analytical report assessing the alignment between the identified priority occupations/specializations and the existing VET system in Georgia, submitted by 20 June 2026.

  • Deliverable 3: Consolidated analytical inputs provided to the labour market assessment, including inputs on identification of apprenticeship opportunities and contributions to the recommendations on VET programme design and private sector engagement, submitted by 30 June 2026.

  • Deliverable 4: Final consultancy report on the delivery of tasks, submitted by 10 July 2026.

Performance indicators for the evaluation of results
  • Delivers the listed deliverables on time and of good quality.

Qualifications

Required Qualifications and Experience

Education

  • Advanced degree in economics, business, labour studies, development, education, or related field

Experience

  • Proven experience in labour market assessments and skills development.

  • In-depth knowledge of the vocational education and training (VET) system in Georgia, including governance structures, programme offerings and regulatory frameworks.

  • Demonstrated understanding of Georgia’s labour market ecosystem, including relevant institutions, stakeholders, and their respective roles.

  • Experience in qualitative and quantitative research.

  • Demonstrated experience working with private sector stakeholders.

  • Experience with apprenticeship systems, dual education models, or work-based learning approaches would be an asset.

  • Experience working with international organizations, donors, or development projects would be an asset.

Skills

  • Excellent analytical and drafting skills.

  • Strong facilitation, organizational and communication skills. 

Languages

For this consultancy,  fluency in Georgian and English is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
