Organizational Context and Scope

Under the direct supervision of the National Officer, and the overall supervision of the deputy Chief of Mission, the successful candidate will be responsible and accountable for the support in the implementation of projects and programmes under the Climate Action and Disaster Risk Reduction Unit, as well he/she will provide support on UN coordination matters.

The Senior Programme Associate will provide  programmatic, coordination, and administrative support to the CAU Unit in Ankara. The incumbent will be responsible for supporting the implementation of day-to-day project activities and will contribute to the implementation,  and monitoring of multiple interlinked initiatives, including:

  • MPTF Joint Programme (green transition, circular economy)

  • IOM–DF Pastoralism Project (ecological migration, resilience, livelihoods)

  • COP31 Preparations and Follow-up (national contributions, climate action coordination, technical inputs)

  • Additional CAU activities requiring programmatic, logistical, and reporting support. 

  • UN Coordination Mechanisms (Results Groups, Task Teams, and inter-agency meetings)

Responsibilities

  1. Provide support to the coordination of project activities and  contribute to day-to-day planning, implementation, reporting, and monitoring of the programme activities, particularly in matters related to the logistical, financial and administrative aspects of the project.

  2. Coordinate all logistical and administrative arrangements of Programme activities such as meetings, conferences, trainings, workshops, study/field visits etc.

  3. Coordinate procurement of services, supplies, equipment with Procurement Unit and follow up payments and project expenditures with the Finance Unit. 

  4. Ensure that operational, administrative and financial activities of the Programme and its activities are carried out within the approved budgets in accordance with IOM rules and regulations.

  5. Provide support in the monitoring of the Programme budget; suggest amendments to the programme budget if necessary. 

  6. Draft various programme-related correspondence (programs of activities; list of participants; invitation letters etc.) 

  7. Prepare draft Terms of References as well as contracts of the consultants working in the Joint Programme. 

  8. Report regularly on the challenges and progress recorded in realization of activities and provide considerable assistance in drafting programme reports such as inception, progress etc.

  9. Draft minutes of the meetings whether internal or external.

  10. Actively participate and contribute to programme activities (conferences, trainings, workshops, study/field visits) via moderation of events; preparation and delivery of presentations; responding to questions of the participants etc. 

  11. Create and maintain an archiving system for programme-related files.

  12. Prepare notes of meetings,  support the preparation of research reports, briefing notes, policy papers, and other materials as required.

  13.  Conduct background research, collect and compile information on   potential new partnerships  and funding opportunities to support  project development initiatives.

  14. Act as a focal point in collaboration and communication with the beneficiary and other stakeholders of the Programme.

  15. Meet and liaise with the local and international counterparts if requested by the direct supervisor.

  16. Assist in guiding and coordinating the work of programme staff and consultants and service providers.

  17. Provide any other assistance as requested by the direct or overall supervisor.

Qualifications

Required Qualifications and Experience

Education

  • School diploma with six years of relevant experience; or, 

  • Bachelor’s degree in Humanistic, Environmental, Social and/or Political Science, International Relations, Development 

    Studies or related fields from an accredited academic institution with four years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • At least six years of professional experience in the respective field is desirable

  • At least three years of experience in project implementation is an asset

  • Knowledge of national/international policies and policy formulation processes is an asset

  • Being able to travel,

  • Good familiarity with the diplomatic environment

  • Good level of computer literacy.

  • Experience in liaising with governmental authorities, and other national / international institutions.

  • Experience in writing papers, briefings, articles.

  • Knowledge on climate change, ecology and green transition issues.

  • Experience in working on projects on climate change, green transition and/or migration is an asset.

  • Prior experience in functions relating to project implementation and programme activities.

  • Demonstrated experience working with UN agencies, government institutions, donors, NGOs, or international organizations.

  • Solid experience in coordination, reporting, and administrative support.

  • Familiarity with IOM procedures (procurement, HR, finance) is an asset.

Skills

  • Good knowledge of IOM financial rules, procedures and processes.
  • Proven analytical, interpersonal and organizational skills
  • Excellent oral and writing skills in English and Turkish
  • Able to work under minimum supervision

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, Turkish and English knowledge is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
