Digital Archive AI Engineer (HQA-INTERNATIONAL)

Under the overall supervision of the Head of Application Development Section and Lead Architect, he role will assume a strategic role in guiding the adoption and integration of advanced artificial intelligence solutions across UNRWA’s digital initiatives. This position is tasked with providing expert oversight for the implementation of innovative AI technologies, ensuring alignment with organizational objectives and adherence to industry-leading security standards. Working in close collaboration with RSS and other DITID teams, the Digital Officer will direct the execution of the Digital Archives project and extend strategic counsel to additional development activities.

Specific Outputs/Tasks include but not limited to: • Lead the project’s AI implementation of the Digital Archive System built in Power Apps, Power Automate, Azure Cognitive services, Azure AI search, Document Intelligence, MS SQL & .Net • Review, train and improve AI results of the product • Implement LLMs suitable for specific use cases in document classification, document processing, data extraction, Arabic texts, handwritten texts and data mapping • Improve reinforced learning in chosen LLMs to improve AI accuracy • Strategic planning and AI roadmap ownership • Ensure product quality, security, performance, and alignment with business goals. • Evaluate and optimize AI processing costs • Provide technical direction, review deliverables, and mentor cross‑functional development teams. • Troubleshoot product issues, prioritize backlog items, and drive continuous improvement. • Prepare product documentation, release notes, and stakeholder communications. • Deliver regular progress updates and lead agile ceremonies across teams.

• Advanced university degree (Master’s degree or equivalent) in Computer Science, software engineering, Data science, AI or other related discipline. A relevant first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. • Minimum 5 years of experience in data science, software development, AI development or technical roles. • Proven experience in using LLMs, Azure Foundry or similar platforms • Hands-on experience managing, training, finetuning, enhancing AI and integration using the right LLM models • Hands-on experience building AI Agents, automations and familiarity with AI workflow tools such as n8n • Solid understanding of Azure and AI costs awareness • Demonstrated ability to lead and mentor development teams, ensuring alignment with product goals and technical standards. • Experience working directly with senior leadership to shape AI strategy and roadmap. • Solid experience in deploying and monitoring AI systems and ensuring operational efficiency. • Solid understanding of AI security, Risk Management, Governance and ethics. • Strong analytical, communication, and stakeholder management skills.

English and Arabic are the working languages of UNRWA. For this assignment, fluency in both Arabic and English are required.

CONDITIONS OF SERVICE • The consultancy is based in Luxembourg under overall supervision of UNRWA HQA • The selected candidate will receive a monthly remuneration that is equivalent to P3 Step 1 amounting to $7,924.25 for every fully completed month. • The duration of the Contract is up to 12 months, and the possibility of extension is subject to the availability of funds and continuing need and satisfactory performance. • As part of Digital Impact, Technology and Innovation Department (DITID)and digital workspace the role works under the overall supervision of the Head Software Development and Solutions Architecture Section
