Based on initial national consultations, the proposed national training will aim to strengthen the EIA process – including EIA preparation, review, licensing and follow up compliance monitoring – within the renewable energy sector. It seeks to bring together and integrate national environmental and energy sector expertise, address current gaps in the EIA process, and promote cross sector collaboration. The course presents an opportunity to institutionalize cross-sector EIA capacity and improve the technical quality of EIA reports and follow up monitoring, which are currently inconsistent.

Duties and Responsibilities

The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda and promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system. UNEP’s Disasters and Conflicts Branch, under the Ecosystems Division, works to reduce the environmental causes and consequences of disasters and conflicts. UNEP supports countries in strengthening environmental legal, policy and institutional frameworks and builds environmental governance and management capacities to address environmental degradation and enhance environmental resilience in fragile and vulnerable country contexts. The Government of Norway's Energy for Development Knowledge Programme and UNEP have established a collaboration to strengthen environmental governance in the context of the energy transition and renewable energy development, working in EfD partner countries which include Mozambique, Malawi, Nepal, and possibly Uganda, Tanzania and Nigeria. UNEP is a technical and implementing partner for this Programme. Project components include environmental legal and policy reviews, institutional capacity needs assessments, development and delivery of trainings, and targeted technical assistance. The Project targets government institutions, including planners and regulators, to enhance environmental due diligence, reduce ecosystem degradation and strengthen environmental resilience. Under the UNEP-EfD collaboration, UNEP is supporting the Government of Nepal’s Ministry of Forest and Environment (MoFE) and its Forest Research and Training Center (FRTC) to co-develop and deliver a national course designed to strengthen the Environmental Impact Assessment (EIA) process in the context of renewable energy development, with a focus on hydropower and possibly solar power. The consultant will report to Programme Manager, DRR - Disasters and Conflicts Branch. Work Assignments & Outputs 1. Conduct the Trainings Needs Assessment (TNA) based on the TNA template developed by UNEP and FRTC and develop a TNA report with key findings and recommendations for planned national course 2. Based on the TNA results, develop a proposed course syllabus and training manual, for review by UNEP and FRTC 3. Support training co-delivery including training preparations, logistics planning and co-facilitation with UNEP and FRTC 4. Compile training materials and outputs needed for developing the training report and finalized training materials

Qualifications/special skills

An advanced university degree (Masters degree or equivalent) in environmental policy, environmental governance / natural resource management, forestry / forest management, climate and disaster risk management, renewable energy or related field is require. A first level (undergraduate) degree alongside 2 additional years of relevant experience in environmental policy or environmental governance or natural resource management may be accepted in lieu of the advanced university degree. • At least 7 years experience working in the field if environmental policy, environmental governance and natural resource management, climate and disaster risk management and/or renewable energy or related field is required • Demonstrated experience in developing and conducting trainings and capacity building activities is required • Experience working with government institutions and national stakeholders in Nepal, and demonstrated competence in developing and/or facilitating government institutional capacity and coordination is required • Practical experience in delivering university–level lectures and trainings is desirable

Languages

Fluency in written and spoken English and Nepali language is required.
