JOB TITLE: AI Integration & Investigative Technologies Consultant

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
ORGANIZATIONAL CONTEXT: WFP is the food aid arm of the United Nations system and the largest humanitarian agency fighting hunger worldwide (www.wfp.org). WFP assists about 160 million food-insecure people per year in 120 countries worldwide. WFP operations include emergency, recovery, development and special operations resorting to a mix of activities such as distributions of food, cash and vouchers, school feeding, nutrition activities, and asset creation.
The mission of the Inspector General and Oversight Office (OIG) is to provide WFP’s stakeholders’ assurance on the adequacy and effectiveness of WFP’s governance, risk management, and control processes aimed to detect and deter fraud, waste and abuse through the conduct of independent and
objective oversight activities; to conduct inspections and investigations into allegations of wrongdoing and misconduct; and to facilitate the adoption and implementation of UN, humanitarian agency and private-sector best practices related to assurance and oversight.
JOB PURPOSE:The Office of Inspections and Investigations (OIGI) is part of the Office of the Inspector General (OIG). OIGI’s mission is to conduct inspections and investigations into allegations of wrongdoing and misconduct. The purpose of an investigation is to establish facts and provide sufficient evidence and analysis to determine whether a reported allegation has occurred, and if so, to enable WFP management to take appropriate action against the responsible persons or entities.
OIGI investigations may involve WFP personnel, cooperating partners, vendors, and other external parties. d inclusion within the global workforce.

ACCOUNTABILITIES/RESPONSIBILITIES:
1. Design, develop, and deploy AI and machine learning solutions on Microsoft Azure, including LLM-powered applications for natural language querying, automated summarization, entity extraction, and Retrieval-Augmented Generation pipelines.
2. Develop agentic AI workflows that autonomously execute multi-step investigative tasks such as cross-referencing communications, mapping entity relationships, and generating analytical briefings.
3. Build interactive dashboards and web-based front-end applications to visualize investigation metrics, case analytics, and AI processing outputs.
4. Create dynamic data visualization tools enabling investigators to explore evidence of relationships and communication patterns.
5. Develop and deploy intelligent chatbot interfaces for natural language querying of case evidence, communications data, and forensic outputs.
6. Implement safeguards, access controls, and audit trails to ensure secure and ethical use of AI in sensitive investigative contexts.
7. Design automation workflows using Microsoft Power Automate, Azure Logic Apps, and Python scripts; develop and maintain API integrations with forensic tools and internal systems.

8. Provide technical guidance and coordination for AI Integration interns, including task assignments, code review, onboarding, and quality assurance.
9. Contribute to sprint planning, progress reporting, and support the Head of Digital Forensics & AI Integration in strategic planning and technology assessment.
10. Maintain comprehensive technical documentation, user guides, and training materials for all developed systems, workflows, and integration procedures.

Under the direct supervision of the Head of Digital Forensics & AI Integration. The consultant will be expected to work independently, managing their own deliverables while coordinating closely with AI Integration interns and other team members. Regular progress updates will be provided through monthly reports and sprint review meetings.
DELIVERABLES AT THE END OF THE CONTRACT:
By the end of the assignment, the consultant will have contributed to the development and deployment of AI-powered investigative technologies that materially enhance OIGI’s operational capacity.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Experience: Bachelor's degree in computer science, Artificial Intelligence, Data Science, Software Engineering, Information Technology, or a related field from a recognized university. A master’s degree is an advantage.
Experience: Minimum of one (1) year of relevant professional experience in AI/ML development, software engineering, or data science.

Knowledge & Skills:
Demonstrated experience developing applications using Python, with proficiency in frameworks such as Flask, Fast API, or Django.
Experience working with cloud platforms, preferably Microsoft Azure (Azure OpenAI, Azure AI Search, Azure Functions, Azure Blob Storage).
Experience with large language model integration, prompt engineering, and Retrieval-Augmented Generation architectures.
Experience with API development and integration (REST APIs, webhooks).
Understanding data security principles, particularly in handling sensitive and confidential information.

Languages: Excellent written and spoken English is required (proficiency/level C). Working knowledge of another official UN language (French, Spanish, Arabic, Chinese, Russian plus Portuguese) is an asset.
