The Global Forum on Transparency and Exchange of Information for Tax Purposes (the Global Forum) has played a key role in the development and acceptance of international standards on transparency and effective exchange of information (EOI) for tax purposes and in monitoring progress in implementing these standards. It has played a critical role in the international community’s efforts over the past fifteen years to counter international tax avoidance and evasion. The Global Forum currently includes 173 members on an equal footing, a list of whom can be found on the Global Forum website.

The Global Forum Secretariat is based in the OECD’s Centre for Tax Policy and Administration (CTPA), which is the focal point for the OECD’s work on all taxation issues, both international and domestic. 

The Global Forum’s primary focus is to oversee the implementation of the standards. The main part of the Global Forum’s work is to monitor and prepare peer review reports which assess a jurisdiction’s legal frameworks implementing the standards as well its practices. This includes monitoring and reviewing jurisdictions’ implementation of the Standard on Transparency and Exchange of Information on Request (EOIR) and the Standard on Automatic Exchange of Information (AEOI) on Financial Accounts (also known as the Common Reporting Standard or CRS). In addition, the Global Forum supports and monitors the widespread implementation of the Standard on AEOI of information on Crypto-Assets under the Crypto-Asset Reporting Framework (CARF). This is underpinned by reviews of member tax administrations’ Information Security Management (ISM) arrangements and their safeguarding of data exchanged under international EOI agreements to ensure that these are aligned with internationally recognised information security standards. The Global Forum also provides extensive capacity-building programmes across all areas of its work, including bilateral technical assistance, to member jurisdictions, particularly developing countries. The capacity-building programme aims to help them implement the EOIR and AEOI standards (including CRS and CARF) and the related ISM component, so that they participate and benefit from them in the fight against tax evasion to mobilise domestic resources.

The Global Forum is seeking a Junior Communications and Publications Officer to support the implementation of  its  communications strategy,  coordinate the full publications cycle from  planning to production, and contribute to  web and social media activities. The successful candidate will work within the Global Forum Secretariat under the direct supervision of the Senior Communications Officer.

Availability and willingness to undertake international travel are required.

Job Description

Main Responsibilities

Communications planning & outreach

  • Under the strategic guidance of the Head of Secretariat, deliver communication plans for Global Forum events and publication launches, including news releases, social media campaigns, web content, and other supporting communication materials.
  • Ensure the delivery of high-quality and timely communication outputs, in line with corporate and Directorate standards. Co-ordinate end-to-end workflows in collaboration with authors and external service providers, ensuring early planning and production oversight of materials in various languages.
  • Assist and collaborate with Global Forum management and staff to develop key messages for priority outputs.
  • Enhance team prioritisation and planning by establishing clear deadlines and monitoring mechanisms for strategic outputs, making effective use of CTP planning tools, ensuring close co-ordination within the Global Forum, as well as with CTP’s central Communications Unit and the OECD Communications Directorate (COM).

Publications and visual communications

  • Co-ordinate Global Forum publications from planning, formatting through to dissemination, managing multiple and often competing deadlines across various outputs. Liaise closely with COM, the CTPA Communication Unit, external graphic designers and/or typesetters to ensure timely delivery and high-quality results.
  • Ensure all publications comply with the OECD corporate Standards, including the OECD Style Guide and OECD Authoring Tool (O.N.E Author) formatting requirements for publications.
  • Ensure consistency in visual presentation and branding across all publications and digital materials, maintaining alignment with OECD and Global Forum visual identity guidelines.
  • Design and deliver visual assets for Global Forum events (including totems, banners, lecterns, signage, and presentation materials) in collaboration with internal teams, partner organisations and/or external providers.
  • Develop and produce additional communication materials as needed, such as flyers, brochures, and newsletters, tailored to diverse audiences and distribution channels.
  • Assist with producing charts and graphics for Global Forum reports.

Website and social media content management

  • Co-manage and maintain the Global Forum website, ensuring content is accurate, up-to-date, and aligned with OECD web governance rules, COM quality standards, and best practices for web writing.
  • Continuously improve the website’s structure, functionality, and user experience, while optimising content across Global Forum and OECD platforms for clarity, accessibility, and engagement.
  • Drive the Global Forum’s social media outreach by developing and implementing engaging campaigns in close co-ordination with management; draft and publish impactful content for the Global Forum’s channels and contribute messaging  to OECD corporate platforms for maximum visibility.
  • Design engaging digital visuals (tweet/X cards, infographics, photography selection, etc.), aligning with COM templates and OECD branding requirements.
  • Collaborate with the CTPA Communications Unit and COM Social media teams through regular Community of Practice meetings.

Editorial and design

  • Work closely with authoring teams on the creation and production of digital and print communication and marketing material for the Global Forum (e.g. brochures, case studies, flyers, social media assets, banners, etc.)ensuring full compliance with corporate editorial and branding guidelines as defined by the Directorate for Communications (COM).
  • Support the  co-ordination and oversight of the development of visual identities and branding)for key projects and events.
  • Liaise with external contractors and maintain a pool of external communications experts  to support  Global Forum communications activities.

Qualifications

Ideal Candidate Profile

Academic Background

  • Post- secondary education, and or related experience, preferably in communications or Information Technology.

Professional Background

  • A minimum of two years’ experience in a  communications, publications and/or digital content role.
  • Excellent knowledge of web content management, editing standards and the latest developments in communication technologies and best practices.
  • Good understanding of the Global Forum Secretariat’s mandate and activities, and broader familiarity with the OECD’s substantive work and institutional context.
  • Proven understanding of key social media platforms and their strategic use to support instutional visibility and engagement.

Tools

  • Excellent proficiency in the use of web design and maintenance, including familiarity in using web tools and platforms (advanced knowledge of Adobe Experience Manager would be a definite advantage).
  • Proficiency with desktop design and (video) editing tools (advanced knowledge of Adobe Creative Suite would be an advantage).
  • Very good proficiency in the use of Microsoft Office Suite.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages, especially Spanish, would be an asset.

Contract Duration 

  • Thirteen-months fixed-term contract, with the possibility of renewal to a maximum of 36 months.
