Project Context and Scope

Bajo la supervisión general de la Jefe de Misión y la supervisión directa de la Oficial de Emergencias y 
Asistencia Humanitaria, el/la consultor/a acompañará las actividades de atención en emergencias,
preparación y gestión de riesgos que desarrolla la OIM Ecuador en contribución a la política pública nacional 
y local de riesgos.

nacional de la OIM Ecuador

Responsibilities

Tasks to be performed under this contract
  • Brindar apoyo en la construcción de políticas públicas del gobierno local de Manta en materia de 
    preparación inclusiva en el marco de las políticas nacionales de gestión de riesgos. 
  • Elaborar documentos de diagnóstico sobre la participación de las mujeres y la población migrante en los  instrumentos de política pública y los procedimientos de desarrollo, priorizar acciones, elaborar conclusiones y elaborar recomendaciones sobre políticas de preparación inclusivas.
  • Mapear albergues y rutas de evacuación que estén conectadas a estos espacios en Manta.
  • Desarrollar guías y protocolos de preparación inclusiva en albergues.
  • Apoyar procesos de capacitación de preparación inclusiva.
  • Apoyar el desarrollo de simulacros u otros ejercicios que fortalezcan la aplicación de las políticas públicas e información obtenida en materia de preparación y gestión de riesgos. 
  • Apoyar la implementación de estrategias de atención en emergencias, preparación y gestión de riesgos de la OIM Ecuador. 
  • Desempeñar otras funciones relacionadas que se le asignen.

Qualifications

Required Qualifications and Experience

Education

  • Título de tercer nivel en ciencias sociales, gestión de riesgos, desarrollo territorial o afines. 
  • Título de maestría o especialización en gestión de riesgos, ambiente y cambio climático.
  • Conocimiento en Manual Esfera, MICIC, género y desarrollo sostenible.

Experience

  • Experiencia en proyectos de preparación y respuesta ante riesgos.
  • Experiencia en transversalización de atención a grupos prioritarios en política pública.
  • Se valorará experiencia de trabajo con el sistema de gestión de riesgos de Ecuador y a nivel internacional.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
