Project Context and Scope

The Republic of Serbia is a signatory to key international instruments on refugee protection and human rights, including the 1951 Refugee Convention and its 1967 Protocol.  At the national level, the legal framework for migration and asylum is established through the Constitution of the Republic of Serbia, the Law on Asylum and Temporary Protection (2018), the Law on Foreigners, the Law on Border Control, and the Law on Migration Management. Furthermore, Serbia is a signatory to key international and European instruments, which collectively regulate its obligations in the areas of climate change mitigation and adaptation, environmental sustainability, disaster risk reduction, and migration governance. These include the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, the Kyoto Protocol, the Sendai Framework for Disaster Risk Reduction 2015–2030, the relevant Sustainable Development Goals, and the Global Compact for Safe, Orderly and Regular Migration. In addition to these global frameworks, Serbia’s commitments are shaped by its Stabilisation and Association Agreement (SAA) with the European Union and the Sofia Declaration on the Green Agenda for the Western Balkans, which further guide the country’s alignment with EU climate and environmental policies.

Within this framework, the project “Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing Policies, Protecting Rights”, funded by the State Secretariat for Migration (SEM) of the Government of Switzerland, aims to strengthen the capacities of national and local authorities to manage migration effectively while safeguarding the rights of refugees, asylum seekers, and other vulnerable migrants, including victims of trafficking in human beings. The project supports a rights-based and route-based approach to migration governance and involves key national institutions, primarily the Ministry of Interior (MoI) and the Serbian Commissariat for Refugees and Migration (SCRM), as well as local self-governments, civil society organizations, and other relevant stakeholders, including the Center for the Protection of Victims of Human Trafficking.

In line with Serbia’s commitments under the Global Compact for Safe, Orderly and Regular Migration, the Global Compact on Refugees, and the European Union accession process under Chapter 24 (Justice, Freedom and Security), the project also recognizes the growing interlinkages between climate change, environmental degradation, and human mobility. Climate change is increasingly acknowledged at the global level as a driver that can exacerbate displacement, affect migration patterns, and increase vulnerability.

The Republic of Serbia is exposed to a range of climate-related risks, including droughts, floods, extreme temperatures, and other environmental hazards, which may influence both internal and cross-border migration dynamics. At the same time, broader regional and global climate trends may affect migration flows toward Serbia, particularly along established migration routes.

To address these emerging challenges in a forward-looking and evidence-based manner, the project foresees the development of a dedicated study on the relevance of climate-related migration to the national context. The study will provide a comprehensive and holistic analysis of the nexus between climate change both within country and abroad and migration relevant to Serbia. It will assess potential risks and needs, examine institutional preparedness, and identify possible systemic and policy responses to anticipated mobility trends linked to environmental factors.

The analysis will situate Serbia within the broader international and regional context, include comparative perspectives, and outline major projected trends relevant to the national setting. The findings will serve to inform policymaking, strategic planning, and future programming in the areas of migration governance, asylum, disaster risk reduction, and climate adaptation.

Responsibilities

Tasks to be performed under this contract
  1. First installment – Upon submission and approval of the Inception Report (including detailed methodology, work plan, stakeholder mapping, and outline of the study structure), by 31 May 2026 
  2. Second installment – Upon submission and approval of the Draft Study (covering climate–migration nexus, national context, comparative analysis, policy review, and preliminary findings), by 30 June 2026
  3. Third installment – Upon submission and approval of the Final Study (incorporating feedback from IOM and SCRM, and following presentation/validation with key counterparts), by 31 July 2026 

    Under the direct supervision of IOM Programme Coordinator, National Protection Coordinator and overall supervision of the Chief of Mission, and in close coordination with the designated SCRM focal point, the incumbent will be responsible for: 

Developing a comprehensive study on the relevance of climate-related migration to the national context of the Republic of Serbia, providing an evidence-based analysis of climate-induced mobility trends, associated risks and institutional capacities, and formulating policy-oriented recommendations to strengthen migration governance and strategic responses. The study shall include the following components:

1. Types of Climate Change and Their Impact on Migration

  • Analysis of the impact of droughts, floods, extreme temperatures in and out of country, and other climate-related phenomena on internal and international migration.

  • Identification and conceptual examination of the term “environmental/climate migrants,” including the key characteristics of this group and possible linkage with existing legal institutes.

  • Assessment of climate factors as drivers of migration from the Republic of Serbia, within the Republic of Serbia (internal mobility), and climate-related factors influencing migration flows toward the Republic of Serbia in the regional and global context.

  1. National Context

  • Assessment of regions in Serbia most exposed to climate risks, with consideration of potential migration pressures arising from such exposure.

  • Analysis of existing and potential migration flows linked to climate change, including both internal and cross-border movements.

  • Review of relevant national policies, strategies, and legislative frameworks in the areas of (1) migration management and (2) climate change, including, inter alia, the Programme of Adaptation to Changed Climate Conditions for the period 2023–2030.

  • Overview of relevant international and regional organizations, initiatives, forums, conferences, and policy documents addressing climate-related migration, with particular attention to the role and approaches of the European Union, IOM, GIZ, and other relevant stakeholders.

  1. Regional and Global Context

  • Comparative analysis of experiences from countries in the region and beyond, in order to identify similarities and differences in the impact of climate change on migration, as well as institutional responses to these challenges.

  • Identification of good practices, policies, and mechanisms for monitoring climate-related migration in other countries that may be applicable in the national context of the Republic of Serbia.

  1. Study Outcomes

  • A clearer and more comprehensive understanding of the impact of climate change on migration flows in the Republic of Serbia, including potential future trends.

  • Identification of key risks, challenges, and opportunities for adaptation in the field of managing this type of migration, including elements that may serve as a basis for planning appropriate responses.

  • Formulation of recommendations for improving policies, measures, and institutional mechanisms for monitoring and managing climate-related migration, which may be considered in the development or revision of relevant strategic documents (e.g., a potential new Migration Management Strategy).

  • Development of proposed indicators and key guiding questions for the systematic monitoring of climate-related migration in the national context, ensuring clear linkage with potential policies and measures.

Methodology

The study will apply a mixed-methods approach combining qualitative and desk-based research techniques to ensure a comprehensive and evidence-based analysis. The methodology will include:

  • Desk Review: Systematic review and analysis of available national and international legal frameworks, policy documents, strategies, research papers, statistical data, and reports related to migration trends and climate-related risks in the Republic of Serbia.

  • Data Analysis: Examination of existing quantitative data on migration patterns, disaster risk exposure, and climate vulnerability, with a view to identifying correlations, trends, and potential projections relevant to climate-induced mobility.

  • Stakeholder Consultations: Semi-structured interviews and/or consultative meetings with relevant national institutions, local self-governments, international organizations, civil society actors, and subject-matter experts in the fields of migration management, climate adaptation, disaster risk reduction, and human rights.

  • Comparative and Regional Analysis: Review of regional and international experiences, including policies, institutional mechanisms, and monitoring frameworks related to climate-related migration, with identification of good practices and lessons learned applicable to the Serbian context.


 

Qualifications

Required Qualifications and Experience

Education

  • University degree in Social Sciences, Environmental Studies, Climate Change, Migration Studies, Human Geography, Public Policy, or a related field. An advanced degree (Master’s or equivalent) in these or related fields is considered an asset.

Experience

  • Minimum of 5 years of professional experience in migration, climate change, environmental studies, disaster risk management, or related research.
  • Proven experience in conducting research, policy analysis, or impact assessments related to climate change and human mobility.
  • Experience working with international organizations, government institutions, or civil society actors on migration or climate-related projects is highly desirable.

Skills

  • Familiarity with national, regional, and international frameworks on migration, climate adaptation, and disaster risk management.
  • Strong analytical, research, and report-writing skills, including synthesis of qualitative and quantitative data.
  • Ability to engage and consult with multiple stakeholders, including government, civil society, and international organizations.
  • Strong organizational skills, ability to meet deadlines, and work independently while coordinating with IOM and SCRM.

Languages

  1. Excellent written and spoken English and Serbian.
