Project Context and Scope

The Republic of Serbia is a signatory to key international instruments on refugee protection and human rights, including the 1951 Refugee Convention and its 1967 Protocol. At the national level, the legal framework for migration and asylum is established through the Constitution of the Republic of Serbia, the Law on Asylum and Temporary Protection (2018), the Law on Foreigners, the Law on Border Control, and the Law on Migration Management.

Within this framework, the project “Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing Policies, Protecting Rights”, funded by the State Secretariat for Migration (SEM) of the Government of Switzerland, aims to strengthen the capacities of national and local authorities to manage migration effectively while safeguarding the rights of refugees, asylum seekers, and other vulnerable migrants, including victims of trafficking in human beings. The project supports a rights-based and route-based approach to migration governance and involves key national institutions, primarily the Ministry of Interior (MoI) and the Serbian Commissariat for Refugees and Migration (SCRM), as well as local self-governments, civil society organizations, and other relevant stakeholders, including the Center for the Protection of Victims of Human Trafficking.

As part of this broader effort, the project places particular emphasis on strengthening the reporting and monitoring functions of the SCRM. This will be achieved through the development of standardized reporting procedures, methodologies, and document templates. Special focus will be given to establishing a system of regular monitoring and reporting on circular migration. This system will be developed and implemented in coordination with the SCRM, as the primary beneficiary, and in cooperation with other relevant institutions.

Strengthening Migration Governance and Asylum Systems in Serbia: Enhancing policies, Protecting Rights” – MS0102 

Responsibilities

Tasks to be performed under this contract

Under the direct supervision of IOM Program Coordinator, National Protection Coordinator and overall supervision of the Chief of Mission, and in close coordination with the designated SCRM focal point, the incumbent will be responsible for: 
  • Define circular migration in both conceptual and statistical terms and identify key criteria and indicators for its monitoring.
  • Review existing data related to circular migration to and from the Republic of Serbia—including domestic and foreign migrants—with particular attention to short- and medium-term work cycles.
  • Analyse the institutional, legislative and strategic framework, including mandates of relevant institutions and existing data collection and data-sharing mechanisms.
  • Identify key gaps in data, institutional mandates and current practices that limit systematic and comparable monitoring of circular migration.
  • Provide a comparative overview of examples and practices from other countries to the extent applicable in the Serbian context, that can inform the shaping of the national system
     

Methodology

  • Desk review of available data, reports, strategic documents and previous research.

  • Workshops with relevant institutions and stakeholders to exchange information on available data, data collection methodologies and existing practices, and to discuss options for the future monitoring system.

  • Conceptualization and development of a circular migration monitoring model, including identification of indicators, data collection methods, reporting frequency, and core functional elements of the system.

  • Piloting of the proposed model to test applicability and functionality, and identifying areas for improvement and providing recommendations for optimization before finalization.

  • Comparative analysis of international examples in circular migration monitoring as a basis for recommendations and refinement of the model.

Category B Consultant hired to deliver a report on a 2 instalment payment basis:

  1. First installment – Upon submission and approval of the Draft Monitoring and Reporting Model Report, including conceptual and statistical definitions of circular and return migration, key indicators, analysis of the current state of play, gap analysis, and the proposed monitoring and reporting model (institutional, methodological, and technical aspects) - by 15 July 2026 

  2. Second installment – Upon submission and approval of the Final Monitoring and Reporting Model Report, incorporating feedback from IOM, SCRM, and partner institutions, including finalized definitions, indicator framework, model, recommendations, and supporting annexes - by 31 August 2026 


 

Qualifications

Required Qualifications and Experience

Education

  • University degree in social sciences, demography, statistics, migration studies, economics, public policy or related field.
     

Experience

  • At least 7 years of relevant professional experience in migration statistics, labour migration, or monitoring and evaluation, preferably including assignments with government institutions.
  • Proven experience in designing indicator frameworks and data collection methodologies.
  • Experience working in Serbia and/or the Western Balkans.


Languages

  • Fluency in Serbian and English
     

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes

IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
