As the Director of Operations Liberia, reporting to the Country Director, you will lead the program's operations strategies to ensure a robust team and effective systems. Lead the annual planning process through the development of the country operations budget and provide technical support to the development of an annual procurement plan that aligns with the overall strategy and project designs to ensure timely delivery.

Lead on monitoring performance, identifying and addressing any shortcomings that might affect overall organizational performance, and creating opportunities for staff growth and development in all aspects of their roles. Overseeing supply chain and facility management, procurement, fleet management, safety & security, and IT functions in-country, you will ensure the successful coordination of all operational units to support our programming in reaching Liberia’s last mile.

What you’ll do
- Serve as the point of contact with critical LMH operational partnerships and vendor relationships.
- Lead LMH Liberia Operations team, including monitoring performance, identifying and addressing any shortcomings that might affect overall organizational performance, and creating opportunities for staff growth and development in technical/management aspects of their roles.
- Provide expert and real-time coaching to Operations team members focused on technical skill development, new systems and procedures, and career growth.
- Provide effective linkage between the Programs and Operations team to ensure appropriate input into program implementation and planning is mutually provided.
- Lead on Safety and Security in Liberia: Chair existing risk mitigation and response functions, build and strengthen our safety protocols and processes, provide oversight and accountability for safety training, serve as a point of contact for LMH emergencies in-country.
- In coordination with the County Manager, verify that county procurement and logistics policies are appropriate, documented, disseminated, and that required monitoring processes are effective for ensuring the success of field activities.
- Coordinate with LMH’s programmatic teams to capture best practices on operational systems, quality assurance, and field-based implementation to support refinement of operational systems with the national community health program.
- In coordination with the LMH Finance and Programs teams, ensure that all procurement and inventory are tracked using LMH electronic logistics management systems.
- Lead the system creation and policy development/revision, as needed, and ensure the maintenance and compliance of these processes.
- Ensure all operational reports are completed and submitted periodically and promptly
- Work with the Global Operations team to ensure Global operational initiatives align with program objectives and lead the implementation of these initiatives in the country
- Work with the Global Operations team to ensure all priorities, systems, and structures for the Country Operational and Safety and Security Affairs State of Affairs are adequate, available, and up to date
- Supervise and report on all operational activities covering IT, Procurement, Inventory, facilities, Travel and logistics, Safety and Security, and other Operational activities that may be assigned to the operations team in the country.
- Lead annual and multiyear work planning activities, developing appropriate OKRs to enable OPS to function effectively.
- Assist logistics staff in working effectively with other units to improve planning and resource utilization across the organization.
- Ensure that teams have robust performance management and development plans in place designed to scale individual capacity as quickly as possible.
What you'll bring
- MBA, Supply Chain, Operations and Logistics, or MPP, MPH
You’ll impress us if you have
- Experienced operations professional, with several years of experience in developing and implementing operational strategies and systems in complex environments and/or low-resource contexts.
- You have led the development and implementation of procurement, supply chain management, logistics, and information systems.
- Significant project management experience, including development of cross-site, long-term projects and workplans, and use of project management systems and technology.
