Organizational Setting and Reporting Relationship

The position of Treasury Officer is assigned to the Funding Division within the Treasury Department (TD). You will be outposted to our European Representative Office in Frankfurt, Germany.

You will report to Assistant Treasurer, TDFD and the designated International Staff and Senior Officer.


Your Role

As a Treasury Officer, you will provide analytical, operational, and administrative support for capital market activities related to ADB's annual borrowing program. Your role will include the review and documentation of funding transactions, including new products and program documents. You will also be responsible for reports and related documentation to external partners while monitoring and reporting funding operations. Furthermore, you will independently implement business continuity measures.


You will:

Bond and Derivatives Documentation

  • Provide analytical, operational, and administrative support in the review and execution of borrowing transactions across different capital markets, including both international and domestic markets.
  • Support front-office traders on the review of term sheets for derivative transactions related to funding, asset-liability management and loans, including buyback and novation transactions.
  • Review, negotiate and finalize legal borrowing and swap documents, ensuring accuracy of agreed terms and completion within prescribed timelines.
  • Provide support to front-office traders in the review of new structures or products. Keep terms aligned with ADB's borrowing program and market practice. Monitor the necessary clearances from relevant units.
  • Prepare and file regular reports and documents required by stock exchanges, regulatory agencies, banks/underwriters, relevant government authorities and credit rating agencies.
  • Monitor onboarding of new dealers, underwriters and swap counterparties.

Investor Relations

  • Support front-office in responding to queries and requests for data from investors, rating agencies, and other partners.
  • Maintain databases related to borrowings, swaps, and investors.
  • Prepare investor roadshow and investor analytics materials.

Business Continuity

  • Identify potential operational risks and critical processes and propose applicable solutions to mitigate such risks.
  • Ensure continuity of funding operations by independently handling critical documentation, investor relations and administrative processes through the implementation of agreed business continuity measures.

Others

  • Provide support to other divisions and units within TD as and when needed for special projects and tasks.
  • Perform other responsibilities that may be assigned and reflected in your work plan.
  • Provide support to ERO when applicable and necessary.

Qualifications

You will need:

  • Bachelor's degree in finance, business administration, law, economics or other relevant disciplines; preferably with advanced relevant training.
  • At least 8 years of relevant professional experience in transaction management and documentation of debt capital market transactions or treasury operations.
  • In-depth knowledge of borrowing instruments, international banking practices, and capital market operations.
  • Experience working with different Treasury work areas and workflows.
  • Experience in data organization and analysis using information technology (IT) tools.
  • Proficiency in IT software commonly used at ADB and similar multilateral development banks (MDBs), including familiarity with specialized Treasury systems; and proficiency in using computer databases to input and extract information, and produce standard and ad hoc reports.
  • Experience understanding relevant Treasury, ADB-wide and similar MDBs policies, procedures, guidelines and reporting formats.
  • Written and verbal proficiency in English
  • Experience liaising and working collaboratively as a constructive team member.

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Germany.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
