Organizational Setting and Reporting Relationship

The position of Associate Economics Officer (Development Impact) is assigned to the Economic Analysis and Operational Support Division (EREA) within the Economic Research and Development Impact Department (ERDI). You will be based at our Headquarters in Manila, Philippines.

You will report to designated International Staff.

Your Role

As Associate Economics Officer (Development Impact), you will coordinate and support development impact initiatives, such as theory of change, use of evidence and outcome M&E plan; support the preparation of relevant knowledge products; assist in organizing capacity building programs, workshops and conferences; and develop, process and implement technical assistance projects.

You will:

Development Impact

  • Coordinate with relevant sectors, regional departments, resident missions and other relevant departments or units to ensure the timely DI implementation.

  • Support DI assessments, including but not limited to sector diagnostics, theory of change, use of evidence, outcome M&E plan, evaluations, and drafting of assessment documents for operation teams in the form of One ADB member or technical/advisory inputs.

  • Support the development and updating of DI-relevant guidelines and business processes.

  • Contribute to knowledge products relevant to development impact, such as upstream diagnostics, synthesis of evidence, as well as nimble and impact evaluation. .

  • Support the preparation of annual reports on soundness of ADB operation in terms of development impact, including but not limited to ADB loans and grants.

  • Support briefings to Management and the Board on the studies and related issues.

Operational support

  • Review draft loan, grant and other project documents and project completion reports jointly with other EREA staff.

  • Assist in organizing conferences, seminars and training events.

  • Assist in providing ad hoc technical advice to ADB regional and other departments on data analysis as needed.

Technical Assistance

  • Support preparation of TA concepts and TA papers including design and monitoring framework and consultants' terms of reference; Coordinate TA paper review and approval.

  • Undertake daily TA implementation including monitoring of TA fund utilization and outputs, administering consulting contracts, and other related tasks.

  • Support TA activities such as data acquisition, organizing conferences and workshops, and output publication.

  • Identify, acquire, and manage available datasets needed or relevant to the research projects of the division.

  • Clean and process data sets carefully with technical documentation and metadata as well as codebooks.

  • Conduct statistical and econometric analysis of the data sets to generate analytical results and organize these in tables and charts.

Knowledge Sharing

  • Support capacity building work of ERDI and coordinate with regional departments and relevant government agencies/ministries in organizing and conducting dissemination events.

Others

  • Support consolidation of contributions to the division's results-based work plan, Work Program and Budget Framework (WPBF), and budget submission. Division budget coordination, TMS, KPS, and HR matters as requested by the Director.

  • Perform other duties as may be assigned and reflected in your workplan.

Qualifications

You will need:

  • Bachelor's degree in economics or related fields. Master's degree will be a distinct advantage.
  • At least 5 years of work experience in related fields, with at least 3 years in development impact related assessments and research, such as theory of change, use of evidence, and M&E for development projects.

  • Strong knowledge of relevant data sources including countries' census and national household survey data, labor force survey, enterprise surveys, and online databases of international organizations.
  • Experience in managing and analyzing data using advanced econometric/statistical tools such as STATA for data management, validation, and analysis.
  • Data visualization skills using software and other tools, such as AI tools.
  • Solid knowledge and understanding of development economics or other related fields in economics, including microeconometric methods and statistical survey methodology.

  • Familiarity with operations and procedures of multilateral financial institutions.

  • Written and verbal proficiency in English.

Additional Information

This appointment is open to internal and external applicants.

This position is crucial to the Workforce Rebalancing Framework (2022-2027), a strategic initiative aimed at enhancing ADB's in-house expertise previously sourced from the external workforce. The role seeks seasoned experts with substantial field experience capable of leading policy dialogue, and projects focused on delivering knowledge solutions. Successful applicants may occasionally undertake short-term assignments in other departments or offices, when required.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
