About the Group

Based in Panama City, Panama, the UNOPS Office of the Regional Director (ORD) for Latin America and the Caribbean provides strategic leadership and coordination across the region, enabling effective delivery of UNOPS’ mandate. Through portfolio oversight, integrated risk management, and the mobilization of expertise and resources, the ORD ensures regional coherence and operational excellence. The office supports country teams in aligning activities with organizational goals, strengthening the impact and efficiency of development efforts. It also leads regional positioning and representation in high-level forums, advancing visibility and engagement with key stakeholders. In close collaboration with other regional offices and headquarters, the ODR fosters cross-regional learning, promotes innovation, and drives strategic initiatives that contribute to the achievement of the Sustainable Development Goals (SDGs).

Job Specific Context

Esta posición se encuentra ubicada en la Oficina de la Directora Regional (ODR). El/La Analista en Acción Climática brindará apoyo técnico a la Oficina Regional y a los proyectos de LCR en en la incorporación de criterios de sostenibilidad ambiental y acción climática en proyectos de infraestructura a lo largo de todo su ciclo de vida en América Latina y el Caribe. Su rol se enfocará en apoyar en la implementación progresiva de soluciones verdes en los portafolios de UNOPS, mediante la identificación de oportunidades de intervención sostenible, el apoyo en el diseño de soluciones técnicas orientadas a la mitigación, adaptación y resiliencia climática, y la integración de prácticas ambientalmente responsables en proyectos en curso.

Role Purpose

El/la analista apoyará la preparación de insumos técnicos para el diálogo con socios estratégicos, así como la sistematización de información, metodologías e indicadores relacionados con descarbonización, resiliencia y servicios ecosistémicos. Asimismo, contribuirá al fortalecimiento de capacidades mediante el desarrollo de herramientas, contenidos y actividades de formación que promuevan la adopción de soluciones climáticas prácticas, escalables y adaptadas al contexto de Latinoamérica y el Caribe.

Functions / Key Results Expected

1. Apoyo Técnico en Sostenibilidad y Acción Climática

  • Apoyar en el diagnóstico de proyectos en curso para identificar oportunidades de incorporación de criterios de sostenibilidad ambiental y acción climática, considerando los marcos normativos y operativos locales.

  • Participar en el desarrollo de soluciones técnicas de infraestructura verde (especialmente en transporte y edificaciones), enfocadas en reducción de emisiones, aumento de resiliencia y protección de servicios ecosistémicos.

  • Colaborar en la elaboración de herramientas técnicas para la cuantificación de emisiones de gases de efecto invernadero, evaluación de impactos climáticos y seguimiento de indicadores de sostenibilidad.


2. Gestión de Información y Conocimiento

  • Contribuir a la sistematización de información técnica y casos relevantes en descarbonización, resiliencia y soluciones basadas en la naturaleza, para apoyar el aprendizaje institucional y el escalamiento de buenas prácticas a nivel regional.
  • Apoyar en la preparación de insumos técnicos y estratégicos que respalden el diálogo con socios nacionales e internacionales, desmitificando barreras percibidas en torno a la sostenibilidad (costo, tiempo, complejidad).


3. Integración y Fortalecimiento de Capacidades

  • Asistir en la integración de componentes climáticos en documentos técnicos, diseños conceptuales, especificaciones de adquisiciones y procesos de planificación de proyectos.

  • Apoyar en actividades de fortalecimiento de capacidades, incluyendo el desarrollo de materiales, presentaciones y sesiones de capacitación internas o con contrapartes externas.

  • Colaborar en la identificación de requerimientos técnicos específicos, canalizándolos al roster regional de expertos temáticos cuando sea necesario.


4. Modelos de Intervención y Reporte

  • Aportar insumos técnicos en la definición de modelos de intervención, asegurando su coherencia con los objetivos climáticos institucionales, los marcos nacionales de cambio climático y las metas internacionales (como el Acuerdo de París).
  • Apoyar la generación de reportes y productos de conocimiento, asegurando la visibilidad de los impactos positivos de las soluciones sostenibles implementadas.

Education Requirements

Requerido

  • Licenciatura en Economía, Ingeniería ambiental o disciplinas afines.

Deseado

  • Maestría en Economía, Ingeniería ambiental o disciplinas afines.

  • Certificación en gestión de proyectos sostenibles.

Experience Requirements

Required

  • Un mínimo de 2 años de experiencia profesional en análisis de datos cuantitativos y desarrollo de criterios de sostenibilidad ambiental aplicados a infraestructura.

  • Experiencia en programación en lenguaje R y/o Python.


Desired

  • Experiencia en análisis de políticas climáticas, cooperación internacional para el desarrollo o financiamiento climático internacional, especialmente en el contexto de América Latina y el Caribe.

  • Conocimiento de marcos globales como el Acuerdo de París, la Agenda 2030, los NDCs o los mecanismos de financiamiento climático (GCF, GEF, bancos multilaterales).

  • Experiencia en proyectos apoyados por organismos internacionales, agencias de desarrollo o fondos multilaterales.
