Organizational Context and Scope
Under the overall supervision of the Chief of Mission, the direct supervision of the DCoM Operations and in close coordination with the Head of Programme and Operations, the Program Coordinators (in Kabul) and Heads of Sub-Office in the area of responsibility, the Regional Coordinator will be responsible and accountable for successful coordination, oversight and implementation of IOM’s multi-sectoral programme response in the regional area of responsibility.
Responsibilities
- Contribute to the management and coordination and synergy of IOM’s multi-sectoral programme strategy and implementation in the regional area of operations.
- In coordination with the Programme Coordinators in Kabul and National Field Coordinators guide the field programme team and support the coordination, implementation and reporting of programmes in the area of responsibility. Actively identify avenues to increase inter-unit collaboration, information exchange and resource sharing.
- Actively identify new partnerships and opportunities and contribute to the evidence based and timely development of proposals, reporting and monitoring of activities in coordination with Program Coordinators, Head of Sub Offices and the Programme Suport Unit.
- Support the coordination of the IOM Area Based Approach, localization efforts and Emergency Response coordination in the area of responsibility, in coordination with the Programme and Operations team in Kabul, ensuring that intervention are needs and vulnerability based and keep the Heads of Sub-Offices informed.
- Support IOM’s participation in relevant inter-agency programmatic/ operational meetings in the area of responsibilities in coordination with Programme Coordinators and Head of Sub Office.
• Represent IOM in regional interagency operational and programatic forums (OCT, RHT and RDSWG) and in coordination with Cluster team and Programme Coordinators engage in regional Inter-Agency Cluster Coordination Group (ICCG) as needed.
• Represent IOM in Inter-Agency forums such as the Area Security Management Team (ASMT) etc. in the absence of the Head of Sub Office. - Maintain strong communication flows (i) between the Sub -Offices’ programme staff and (ii) with the Programme Coordinators based in Kabul by promoting robust coordination, follow up and troubleshooting to ensure that IOM projects meet their intended scope, timeframe, quality and budget.
- In coordination with the Monitoring and Evaluation Officer oversee the monitoring activities to assess the implementation of IOM programmes, ensuring synergy and coordination across all programming units to avoid duplication and ensure efficient use of resources.
- Promote protection mainstreaming and address safeguarding concerns, including. the mainstreaming of Accountability to Affected Populations (AAP), Communication with Community (CwC) and other protection related aspects, in coordination with the relevant units. Work with the Protection from Sexual Exploitation and Abuse (PSEA) Focal Point to integrate IOM’s PSEA policies in all programmes in the area of responsibilities.
- Where applicable and in coordination with Resource Management team, support HoSOs in reviewing contracts and financial documentation, including adequate contracts management, close out procedures and final payments to the vendors.
- In coordination with Head of Sub-Office, Programme Coordinators and Human Resources Unit, support the recruitment of national and international staff in the area of responsibility.
- Support the efforts of the Programme Coordinators to provide adequate and relevant capacity building training to all members of the team, including by developing and implementing training materials and sessions as required. Coach and mentor the staff members and support initiatives to improve understanding of IOM vision, values and strategy at the country level.
- Support Head of Sub-Office in meetings with all relevant counterparts, including De Facto Authorities, representatives of national and international aid organizations as well as donors by providing advice, inputs and recommendations related to programming and implementation.
- In coordination with Access team and Heads of Sub offices in area or responsibility, identify solutions and address operational/programming access issues in a timely manner, ensure that relevant coordination requirements are in place to facilitate project stability and successful implementation.
- Perform other duties as may be assigned to ensure efficient and effective management of IOM operations and programming in the province/field.
Qualifications
Required Qualifications and Experience
Education
• Master’s degree in Business Administration, Political or Social Sciences, Humanities, International Relations, Law, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or,
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience and/or familiarity with the socio-economic and political context in in the region;
• Extensive experience in successfully managing regional or multisectoral projects and providing programme and administrative/management support, both in development and emergency contexts;
• Supervisory and team management experience;
• Previous experience in managing IOM Offices as a Head of Office is advantageous;
• Humanitarian and/or development Interagency experience advantageous;
• Experience in government engagement useful; and,
• Excellent understanding of and proven experience in the UN systems and experience in a crisis context;
Skills
• Thorough knowledge of the IOM project management cycle, programme support modalities and administrative systems and rules;
• Knowledge of UN and bilateral donor programming;
• Knowledge of programme management in emergency, recovery, and development contexts;
• Computer literate (word processors, spreadsheet, database and statistical packages, etc);
• Ability to prepare clear and concise reports;
• Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives; and,
• Understanding of complex social-political environments.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) and/or Dari and/or Pashto is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
