Organizational Setting and Reporting Relationship

The position of Associate Logistics Management Officer is assigned to the Cambodia Resident Mission (CARM) within the Southeast Asia Department (SERD). You will be based at our Resident Mission Office in Phnom Penh, Cambodia.

You will report to the designated Technical International staff and/or officer.


Your Role

As an Associate Logistics Management Officer, you will contribute to resident mission administrative management, logistics, mission support and operational coordination under the guidance of Senior Finance and Administrative Officer (SFAO), and in consultation with relevant international staff at CARM.


You will:

Coordination, Liaison, and Government Relations

  • Provide operational coordination support for HQ and field missions to Cambodia, including mission clearance, scheduling, and internal coordination within CARM, under established procedures.
  • Maintain and regularly update mission tracking databases and disseminate mission information to support planning and operational readiness.
  • Coordinate logistical arrangements for official missions, including visas, transportation, and related administrative requirements, in line with ADB guidelines.
  • Serve as a designated coordination contact for visiting missions, in consultation with relevant international staff.

Administrative and Logistics Management

  • Provide administrative and logistics support for resident mission operations, including office administration, facilities coordination, and service provider liaison, in consultation with the SFAO.
  • Coordinate logistical arrangements for workshops, seminars, and official events, including participant coordination and documentation, in accordance with ADB procedures.
  • Liaise with service providers (e.g. travel, visa, transport) and provide operational information to HQ and RM staff on local administrative requirements.
  • Assist in institutional and project-related procurement, contract administration, and related recruitments, ensuring value for money, compliance, and effective monitoring of contractual performance

Safety and Security

  • Support the SFAO and CARM Management Team in coordinating safety and security arrangements, including liaison with UNDSS and relevant ADB units.
  • Assist in maintaining staff and warden lists, disseminating security advisories, and supporting compliance with applicable security standards.

Finance, Budget, and Administrative Coordination

  • Provide administrative and coordination support to the SFAO on finance and budget-related matters, including follow-up with HQ and RM staff.
  • Contribute inputs to budget preparation and monitoring, and assist in tracking administrative expenditures against approved workplans.
  • Support administrative procurement processes through preparation of documentation and coordination, in line with ADB procedures.

Other Responsibilities

  • Undertake additional coordination responsibilities as assigned by the CARM Management Team and SFAO, consistent with the role's functional accountability and annual workplan.

Qualifications

You will need:

  • Bachelor's degree in business administration, finance, accounting, management or related fields preferably with advanced training
  • At least 5 years of relevant work experience in office management, logistics, operations coordination, or finance and accounting roles
  • Proficiency in computer-based applications (e.g., Microsoft Suite)
  • Experience in management support, general office management, personnel and budget-related matters
  • Experience networking with counterparts from the government and other organizations, especially international development agencies
  • Familiarity with the local language, institutions, and practices; and structure of legislative and administrative bodies within the Government of Cambodia
  • Proven experience working collaboratively with staff from diverse backgrounds and external partners.
  • Proficiency in verbal and written skills in English

Additional Information

This appointment is open to internal and external applicants.

This opening is a local staff position. It is open only to nationals and permanent residents of Cambodia.

This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
