Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the Senior National Liaison and Policy Officer, and in close coordination with Deputy Chief of Mission, the National Liaison and Policy Officer will assist in maintaining regular contact with international, governmental, and non-governmental partners and  support efforts to promote regular national and regional policy dialogue and policy development in Türkiye with a particular emphasis on  two  main  themes:  the  Global  Compact  for  Safe,  Orderly  and  Regular  Migration  (GCM).

Responsibilities

  1. Assist in the coordination and monitoring of selected liaison and government engagement activities linked to the project(s),  in compliance with IOM institutional protocols, diplomatic standards and donor visibility requirements under the guidance of the supervisor and relevant units. 

  2. Keep the supervisor informed on the status of routine government liaison processes and institutional clearances; identify gaps and suggest actions to improve coordination and information flow.

  3. Participate in the development and adjustment of internal coordination practices, briefing workflows and basic liaison-related guidance notes in coordination with relevant units. 

  4. Support the collection, verification and analysis of relevant policy updates, legislative developments and institutional background information and institutional background information related to migration governance; ensure proper archiving and tracking of official correspondence (Note Verbales, letters, meeting records) in line with institutional standards.

  5. Coordinate timely preparation and compilation of official correspondence, briefing notes, talking points and narrative inputs for senior management for review and clearance by the supervisor in line with IOM procedures and diplomatic protocol. 

  6. Liaise and coordinate with relevant stakeholders, including government counterparts, United Nations agencies and partners, on routine coordination matters to facilitate institutional communication and information exchange. 

  7. Support to the planning, development, organization and delivery of project-related meetings, consultations and capacity development activities involving government counterparts, ensuring administrative and protocol-related requirements are followed.   

  8. Attend relevant conferences, workshops, working groups, interagency coordination meetings, and other forums, supporting the Policy and Liaison Unit when delegated and providing summary notes or inputs as required.

  9. Participate in the preparation of sections of project proposals and a diverse range of communication products, concept notes and other planning documents, including drafting background inputs and compiling information from relevant units.

  10. Provide  orientation and guidance, as requested by the supervisor, to programme teams on established communication channels and institutional procedures for engaging with government counterparts.

  11. Undertake duty travel relating to project-related meetings, consultations with counterparts and coordination activities, as required. 

  12. Perform other related duties as required. 

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience; or,
  • Master’s degree in the above-mentioned fields.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in liaising with governmental authorities, national/international institutions, United Nations agencies and non-governmental organizations; 

  • Experience in working with migrants, refugees, internally displaced persons, victims of trafficking and other vulnerable groups; and,

  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Turkish and English is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
