BACKGROUND AND PURPOSE OF THE ASSIGNMENT

Sudan is experiencing unprecedented levels of food insecurity, with over half the population—25.6 million people—in need of assistance. WFP is scaling up its emergency operations despite enormous challenges due to access limitations, insecurity, and a rapidly evolving conflict. The World Bank funded Sudan SANAD Emergency Safety Nets Project seeks to support households cope with the impact of the ongoing crisis and food insecurity.

The SANAD project will support 552,500 beneficiaries across 9 states with cash assistance for twelve months. The Project Team requires additional staff to support effectively coordinate downstream follow-ups, data validation, and operational planning.

Job purpose

To achieve these objectives, the Project Team requires four Programme Officer, SC9, to carry out specialized and/or standardized tasks within the SANAD Project coordination and Cash Assistance delivery portfolio. The role will be under the direct supervision of the Project Coordinator, with technical guidance provided by the CBT team. The incumbent will be responsible for carrying out the following tasks and responsibilities:

ACCOUNTABILITIES/RESPONSIBILITIES:

  • In consultation with the CO Cash and Voucher team as well as project stakeholders such as VAM, IDM, M&E support research, set up and implementation of cash and voucher-based programme including operational arrangements.
  • Supervise day-to-day management and implementation of SANAD project activities including operational issues, awareness raising on project objectives and procedures, interaction with project stakeholders (including WFP cooperating partners, local authorities and community stakeholders) and coordination with on-going programmes, including training and support to WFP staff in good practice guidelines.
  • Proactively plan monthly activities in consultation with the area office’s.
  • Ensure the SANAD project remains compliant with all WFP policies and procedures,
  • In cooperation with stakeholders, recommend ways to refine the project and thereby improve the service offered to beneficiaries and facilitate implementation by WFP,
  • Liaise with WFP M&E unit in CO in the development of operational M&E methodology and formats to support overall project implementation.
  • Ensure field level monitoring of implementation including outputs and outcomes,
  • Complete all internal and external reporting obligations (including sit-reps, donor reports etc)
  • Identify lessons learnt and best practices established for use in further WFP human capital development programmes.
  • Prepare accurate and timely reporting on activities that enable informed decision making and consistency of information presented to stakeholders.
  • Provide in-field technical support during the beneficiary registration activities and distribution of food assistance using Digital Transfer solutions at various registration and distribution points and ensure on daily basis, the registered data and transactions and uploaded to SCOPE.
  • Provide training and support to WFP staff, cooperating partners, enumerators on registration and delivery through digital systems and the digitization of beneficiary information systems.
  • Perform any other duty as assigned.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Completion of University school education. A post-secondary certificate in an area relevant to human capital development, project coordination and management and emergency programming/food assistance.

Experience:

  • Has at least 5 years of experience in Programme
  • Has Supported WFP programme implementation and coordination efforts including voucher/cash assistance distribution planning and implementation,.
  • Familiarity with WFP SCOPE and COMET Processes.
  • Has undertaken data analysis.
  • Facilitated communication with technical teams (i.e. TEC, IDM, Supply chain, Nutrition, VAM, Protection etc.).
  • Has contributed to implementation of programmes.
  • Has observed or assisted with training, field support, report writing, documentation of meetings.

Knowledge & Skills:

  • Familiarity with WFP Food assistance processes, and respective targets – particularly SDG2 and SDG17 - and how the work of WFP can contribute to achieving them.
  • Familiarity with WFP’s mandate, Country Strategic Planning process, intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.
  • Basic understanding of technical and theoretical concepts pertinent to food assistance.
  • Strong knowledge of key State and Local government contexts and issues.
  • Quantitative and qualitative analytical skills.
  • Ability to produce high-quality written outputs in the working language.
  • Understanding of basic principles of stakeholder engagement with government and other counterparts at the national or local level.
  • Appetite for exploring and experimenting with new ideas and approaches.
  • Ability to work independently in a timely and organised manner.
  • Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.
  • Moderate to proficient computer literacy.

Languages:

Fluency in English and Arabic is required.
