Tiered Approach

In line with the commitment to safeguard capacity and support personnel already in the Organization, a majority of UNDP UNCDF/UNV vacancies are advertised using a tiered application process whereby:

  • Tier 0: UNDP/UNCDF/UNV IP staff holding permanent (PA) and fixed-term (FTA) appointments, whose posts will be abolished, or contracts will be terminated or not renewed during 2026.
  • Tier 1: Other UNDP/UNCDF/UNV staff holding permanent (PA) and fixed-term (FTA) appointments
  • Tier 2: UNDP/UNCDF/UNV staff holding temporary appointments (TA), personnel on regular PSA contracts, and Expert and Specialist UN Volunteers
  • Tier 3 or no tier indicated: All other contract types from UNDP/UNCDF/UNV and other agencies, and other external candidates

Background

Through this renewed umbrella cooperation between the Ministry of Foreign Affairs (MoFA) and the United Nations Development Programme (UNDP), the strategic objectives of the Ministry are framed within a flexible framework that allows for modification and expansion in line with its evolving institutional priorities. The Project Document, signed on 1 September 2025, continues to build on the successful collaboration established under the previous phase, maintaining adaptability in defining activities, tasks, and projects to be identified annually in support of MoFA’s deputyships. These workstreams will be aligned with MoFA’s priorities and jointly reviewed by UNDP project management and the respective deputyships prior to submission to the Minister of Foreign Affairs for endorsement.

This cooperation seeks to strengthen strategic planning and foresight capacities across the Ministry, enhance governance, financial management, and operational efficiency, and advance institutional capacity for talent development, leadership, and performance management. At the same time, it enables UNDP to deliver high-quality programme and project services that respond to MoFA’s needs and contribute to the achievement of Vision 2030 objectives. This approach ensures national ownership and alignment by engaging MoFA throughout all stages of project design, planning, and implementation.

Duties and Responsibilities

  1. Design and Production
  • Assist in the design and production of MoFA’s annual reports, including concept development, layout, formatting, and final publication.
  • Support the design and deliver of communication and visual materials for national and international projects and initiatives implemented by MoFA.
  • Support the development, formating, and visually enhancing of official MoFA documents, reports, and diplomatic correspondence, ensuring accuracy and consistency.

  1. Visual Communication and Event Support
  • Produce high-quality visual materials for MoFA events, conferences, and international engagements, including presentations, backdrops, and promotional materials.
  • Support senior MoFA leadership and UNDP representatives with professional presentations, briefing materials, and visual content.

  1. Branding, Quality Assurance, and Compliance
  • Ensure full compliance with MoFA and UNDP visual identity, branding, and publication guidelines across all outputs.
  • Support the development and maintaining of design templates, brand assets, and visual style systems to ensure consistency and efficiency in production.
  • Coordinate printing, publication, and distribution with approved MoFA vendors, ensuring quality standards and timely delivery.

  1. Creative Development and Visual Strategy
  • Create infographics, data visualizations, and creative layouts to present complex diplomatic and strategic information clearly and effectively.
  • Provide creative input and visual direction to enhance storytelling and the overall quality of MoFA’s communication materials.
  • Contribute to the development of visual strategies for MoFA’s national and international initiatives.

  1. Coordination and Stakeholder Engagement
  • Collaborate with MoFA departments, UNDP teams, and external stakeholders to ensure coherent and unified visual communication across projects.
  • Manage time-sensitive, high-profile, and confidential design assignments in support of MoFA’s strategic priorities.

  1. Professional Standards and Technical Expertise
  • Demonstrate advanced proficiency in Adobe Creative Suite (Photoshop, Illustrator, InDesign, Acrobat) in the production of professional-quality designs.
  • Maintain a high level of professionalism, confidentiality, and attention to detail in all assignments.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

The Graphic Designer Assistant will report to the UNDP Programme Analyst and Head of UNDP strategic partnership office.

Required Skills and Experience

Min. Education requirements

Secondary education is required.

University degree (Bachelor’s degree) in Graphic Design or Communications will be given due consideration, but is not a requirement.

Min. years of relevant work experience  Minimum 5 years (with secondary education) or 2 years (with bachelor´s degree) of experience in Graphic Design.
Required skills 
  • Experience in the Government and market in Saudi Arabia.
  • Proficient in Adobe Creative Suite: Photoshop, Illustrator, InDesign

Desired skills in addition to the competencies covered in the Competencies section
  • Work experience with the UN and international organizations.
  • Excellent knowledge of project Graphic Design principles and best practices.  
Required Language(s)  Fluency in Arabic is required.
