The Consultant reports to the Head of Brazil Office. He/She shall duly and timely perform his/her obligations, under these Terms of Reference. The consultant will work in close collaboration with the UN-Habitat’s operational, technical, and project’s team.

Duties and Responsibilities

Background The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners, for the implementation of the Habitat Agenda, the 2030 Agenda with the Sustainable Development Goals and the New Urban Agenda. UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society, and the private sector to help build, manage, plan, and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis on developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government to support the formulation and implementation of more effective, sustainable, participative, and socially fairer urban economic, social, and environmental policies. UN-Habitat, the São Paulo Council of Architecture and Urbanism (Conselho de Arquitetura e Urbanismo de São Paulo - CAU/SP) and the Brazilian Cooperation Agency (ABC) are implementing the project “Building capacity and connections in Technical Assistance for Social Housing (ATHIS - Assistência Técnica de Habitação de Interesse Social)”  with the objective of equipping professionals with the necessary skills to reduce the gap between policy and practice of ATHIS, ensuring that municipalities and institutions have the technical knowledge to implement sustainable and equitable housing solutions. To properly implement the above-mentioned project, a Consultant for Needs Assessment (Capacity Building) is required. Report to UN-Habitat Manager The consultant reports to the Head of Brazil Office, who will evaluate him/her. Responsibilities The consultant will support the implementation of the project, and its activities, with the following responsibilities: a) Develop a methodology to assess the capacity-building needs of professionals from each target audience involved in social housing technical assistance (ATHIS) in in the State of São Paulo, based on UN-Habitat’s Capacity Needs Assessment (CNA) guidelines. b) Prepare questionnaires to conduct the above-mentioned needs assessments based on the survey developed by CAU/SP as well as UN-Habitat's guidelines. c) Apply the above-mentioned questionnaires to professionals from each target audience of project’s selected municipalities and virtually to global south partners identified. d) Map key stakeholders, in partnership with CAU/SP regional offices, for the application of the questionnaire and subsequent interviews. e) Provide support to the mapping and selection of strategic partners in Global South countries with consolidated experience in housing technical assistance to participate in virtual exchanges, in coordination with CAU/SP. f) Compile, systematise, and analyse the data collected through the application of the survey and other related tools, and prepare an Assessment Report that will guide the content of the ATHIS Capacity-Building Programmes. The Report must present a comparative analysis of the data collected to identify: (i) priority topics/modules for the ATHIS capacity building programme in São Paulo; (ii) international good practices adaptable to the São Paulo context; and (iii) opportunities for strengthening and exchange among Global South partners. g) Support and inform the development of the Monitoring and Evaluation Strategy for ATHIS capacity building programme. h) Participate in field work missions as required. The consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE, from UNDSS, is required to be accredited during the first month of employment. The consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System. The consultant shall assist in the implementation of the project, according to the stated responsibilities and the delivery of the following products: Product 1 – Work Plan Description: the Product 1 must contain: (i) all deliverables and activities scheduled for the completion of responsibilities; (ii) timeline and deadlines; (iii) tools and materials; (iv) missions required; (v) logistics to implement the products. This may include team support for consolidating the Work Plan, and the final review and validation will be carried out by the Project Coordinator. Expected delivery date: 7 days after signing the contract. Product 2 – Methodology for Capacity Building Needs Assessment (CNA) Description: the Product 2 must contain: (i) geographic scope of the assessment; (ii) general and specific objectives; (iii) target audience (list of institutions, entities and initiatives from the public sector, the private sector, and the third sector and other actors covered by the exercise); (iv) method for the information collection, compilation and analysis; (v) expected final outcome; (vi) bibliography and references. Expected delivery date: 15 days after signing the contract. Product 3 – Survey Report Description: the Product 3 must contain: (i) survey implementation period; (ii) lists of attendance (internal and external); (iii) description of activities conducted during the mission; (iv) achieved results; (v) next steps. Expected delivery date: 90 days after signing the contract. Product 4 – Assessment Report Description: the Product 4 must contain: (i) executive summary; (ii) introduction; (iii) methodology and approach; (iv) findings and results; (v) conclusion; (vi) recommendations; (vii) references and bibliography; (viii) annexes. Expected delivery date: 140 days after signing the contract. Product 5 – Final Report (Summary and Findings - Presentation) Description: the Product 5 must contain: (i) purpose and objectives; (ii) scope and target audience; (iii) methodology and approach; (iv) analysis; (v) key findings; (vi) recommendations; (vii) conclusions. Expected delivery date: 150 days after signing the contract.

Qualifications/special skills

Education Required: Bachelor's degree in Architecture and Urbanism, Geography, Economy, Statistics, Public Administration, Sociology or related fields is required, or additional three (3) years of relevant experience to the post, beyond the requirement. Desirable: Postgraduate degree (Lato Sensu or Stricto Sensu) in Architecture and Urbanism, Geography, Economy, Sociology, Public Policy, Public Administration, Social Sciences, Statistics or related fields is desirable. Work experience: • A minimum of four (4) years of experience in data collection, analysis, and survey development is required. • Experience with social housing is desirable. • Experience with community engagement is desirable. • Experience in the social area and in coordinating fieldwork, preferably in the public sector, is desirable. • Previous experience working in the United Nations is desirable. Skills: • Good computer skills in Windows and Office packages and Web search engines are required. • Good handling of survey tools is required. • Good data management skills are required.

Languages

English and French are the working languages of the United Nations Secretariat, and Spanish is the working language of the Regional Office. For the post advertised, fluency in Portuguese is required. Working knowledge of English is desirable.

Additional Information

Travel details: Applicable The consultant must be available to travel to the places related to the activities in the country, if requested by the Head of Brazil Office. Missions will be coordinated and financed by UN-Habitat, according to the United Nations travel rules and guidelines. Remuneration LICA 2 (part-time 36%) - BRL: 17.000,00 (Total net amount) The consultant will receive a total amount of BRL: 17.000,00 (Seventeen thousand reais), according to the following schedule: Payment 1: Upon delivery and approval of Products 1 and 2 (BRL: 6.000,00) Payment 2: Upon delivery and approval of Product 3 and 4 (BRL: 4.000,00) Payment 3: Upon delivery and approval of Products 5 (BRL: 7.000,00) Notes Appointment against this post is on local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.  The extension of this contract is subject to availability of funds and/or performance.
