Background/IRC Summary:

The International Rescue Committee is a leading global relief and development organization, working

in 42 countries worldwide. In Pakistan, the International Rescue Committee has delivered large,

complex programs to meet needs of the most vulnerable, displaced and conflict affected communities

in numerous sectors: health, education, protection, and livelihoods for the past 30 years. The

International Rescue Committee works in partnership with local government and non- governmental

organizations and is currently implementing projects across the country.

Job Overview:

The Sr. Health Officer will be responsible for management, oversight, and quality assurance of all

health-related activities. This role involves providing technical support, capacity building, and

supervision to the project team, health care providers and outreach medical camps. The Project

Officer Health will also work closely with the MEAL team to ensure effective monitoring, reporting, and continuous improvement of health services. The position will support the Sr. Health Manager in

reporting, coordination, and ensuring alignment with project objectives, organizational standards,

and donor requirements.

Key Responsibilities

 

1.Program Implementations Technical Support

  • Oversee quality counseling and service delivery in all IRC-supported health facilities in the project districts.

  • Monitor the implementation of health programs and services to ensure the achievement of project targets.

  • Provide technical guidance and training on Reproductive Health (RH), Maternal and Child

  • Health (MCH), Primary Health Care (PHC), Mental Health and Psychosocial Support (MHPSS), Infections Prevention and Control (IPC), Nutrition, and Family Planning (FP) services.

  • Ensure health interventions comply with project goals, IRC and donor standards, and health protocols.

  • Ensure strict Infection Prevention and Control (IPC) measures, including proper waste management and segregation according to WHO protocols.

2. Trainings Capacity Building

  • Conduct Training Needs Assessments (TNA) in collaboration with partners, MEAL and stakeholders prior to each training session.

  • Develop and implement capacity-building plans (quarterly and annually) for IRC staff, Health Department staff, Partners and other service providers.

  • Facilitate and lead health-related training sessions, workshops, and technical discussions for IRC partners and government staff.

  • Provide continuous support and mentorship to enhance staff capacity on health-related objectives and protocols.

  • Maintain detailed training records (both hard and soft copies) and ensure timely sharing of training progress reports with relevant authorities (Department of Health, Ministry of Planning, CAR, etc.).

    3. Monitoring, Evaluation, and Reporting

    Work closely with the MEAL team to design and implement effective health monitoring and evaluation tools.

    Participate in regular field visits to monitor project implementation and provide on-site support.

    Provide timely feedback, identify gaps, and recommend corrective actions for continuous service improvement.

    Assist the Health Manager in preparing technical reports, progress updates, and documentation for internal and external stakeholders.

    4. Coordination Collaboration

    Collaborate with key stakeholders, including the Health Department, Partners, CAR, and other actors working in the same area.

    Support coordination efforts to ensure effective planning and delivery of health services.

    Engage with partners to strengthen service delivery and address health challenges at the community and facility levels.

    Key Working Relationships:

    Position Reports to: Sr. Health Manager

    Position Coordinates With: DoH, UN agencies, Project Staff, Partners and operations as needed.

    Qualification Requirements:

    Relevant degree in public health or work experience.

    Minimum 3 years of experience in health program implementation, including training and capacity building.

    Strong understanding of Primary Health Care (PHC), Reproductive Health (RH), Maternal, nutrition and Child Health (MCH), MHPSS, and IPC protocols.

    Experience in collaborating with government health departments and health sector partners.

    Strong facilitation, training, and monitoring skills.

    Good reporting and documentation abilities.

    Proficient in MS Office and capable of managing both hard and soft training data.

    Excellent interpersonal, communication, and coordination skills.

    Willingness to travel frequently to project sites.
