About this position
We are looking for a dynamic Consultant to facilitate a dual-track engagement strategy within the Jamaica Country Office. This role is split equally between two critical areas of operation :

BIGEE Programme Support: Provide specialized outreach and visibility support for the EU-funded investment grant under the Boosting Innovation, Growth and Entrepreneurship Ecosystems (BIGEE) Programme (GRT/ER-19124-JA). This standalone investment grant operation has the same objective of the BIGEE loan (4860/OC-JA), to promote sustainable and robust growth among startups and Micro, Small and Medium Enterprises (MSMEs) in Jamaica, and complements it by providing additional resources for the loan targeted at addressing gender, climate change, and COVID-19 impact for established MSMEs, scalable startups and high potential startups. The BIGEE Programme is executed by the Development Bank of Jamaica (DBJ). You will ensure that the impact of this grant – specifically regarding climate change, gender equality, and MSME growth – is effectively communicated and compliant with donor visibility standards.
With this in mind, the consultant will support communications activities to raise awareness of the EU contribution to the program and its focus on strengthening Jamaica’s innovation and entrepreneurship ecosystem, enhancing competitiveness, and accelerating sustainable and inclusive private-sector growth.You will work with the Competitiveness, Technology and Innovation (CTI) Division of the Productivity, Trade and Innovation Sector (PTI) of the IDB. CTI’s mission is to strengthen innovation and entrepreneurship systems across Latin America and the Caribbean by increasing private-sector investment in innovation and technological development; promoting innovative entrepreneurship and new firm creation; boosting the productivity and competitiveness of companies; and strengthening institutional capacities and ecosystems that support innovation and productive development. - Country Office Institutional Support: Strengthening the IDB Country Office Jamaica (CJA) brand and its relationship with the international partners and the public. What you’ll do
Pillar I: BIGEE Programme Visibility
- Develop and implement a communications plan aligned with the BIGEE Communications and Visibility Strategy as agreed by the IDB and the EU.
- Develop core communications content (written, visual, and multimedia) and, where necessary, coordinate with external creative and production partners to support and enhance materials, ensuring quality and alignment with EU and IDB visibility standards. This includes press releases, blogs, newsletters, speeches, web copy, impact videos, infographics, social media assets, and beneficiary stories.
- Translate complex technical and research content into clear, accessible, and user-friendly knowledge products, and support the execution of targeted outreach and marketing campaigns to increase visibility, uptake, and engagement.
- Document and promote success stories and visual storytelling, with emphasis on women- and youth-led enterprises, inclusive innovation, and climate-smart solutions.
- Support planning, communication, and delivery of virtual and onsite program events, launches, trainings, workshops, and stakeholder engagements.
- Engage media partners and facilitate press coverage, interviews, radio/TV features, and field visits.
- Conduct targeted outreach campaigns to schools, universities, women’s associations, youth organizations, business networks, and other stakeholders.
- Monitor and report communications progress, including media monitoring, social analytics, and EU-visibility reporting metrics.
Pillar II: Country Office Outreach and Institutional Support
- Facilitate the preparation of IDB/EU knowledge products, research, and publications to ensure the Bank’s knowledge products reach influential audiences in Jamaica.
Deliverables and Payment Timeline
The consultancy will be carried out over a period of 12 months. Payments will be made in seven (7) installments, contingent upon the satisfactory submission and approval of deliverables by the Project Team Leader.

What you'll need
- Education: Masters Degree (or equivalent advanced degree) in Social Sciences, communications, Management, Public Relations, Media Studies, or other fields relevant to the responsibilities of the role.
- Experience: At least five (5) years of progressive experience in strategic communications with at least two (2) years in Jamaica, with proficiency in general multimedia and editing tools. Experience in development projects and multilateral/donor-funded initiatives is preferred.
- Languages: Proficiency in English

- Citizenship:You are either a citizen of Jamaica or a citizen of one of our 48-member countries with residency or legal permit to work in Jamaica.
- Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
