About this position

The IDB is seeking an individual consultant to support the operationalization of the autoclave systems in public health facilities in Belize, with a primary focus on capacity building and training of facility staff, complemented by technical verification of system readiness and support for installation where required.

The Inter-American Development Bank (IDB), through the Improving Efficiency, Quality, and Access in Belize’s Health System loan project (BL-L1048 Improving Efficiency, Quality, and Access in Belize’s Health System1; BL-J0008 Improving efficiency, quality, and access in Belize's health system2), aims to strengthen Belize’s health system by improving the quality and efficiency of service delivery, expanding access to essential health services, and strengthening health system governance. A key objective of the project is to ensure that health sector investments are effectively implemented, sustainably operated, and aligned with the Bank’s Environmental, Social, Policy Framework (ESPF) policies and standards.

The consultant will work closely with staff from the Nutrition, Population, and Health Division (HNP/SCL) of the IDB’s Social Sector, the MOHW, and other relevant stakeholders to ensure that the technical support and capacity-building activities are practical, scalable, and aligned with Belize’s health system context, as well as with the objectives of the Improving Efficiency, Quality, and Access in Belize’s Health System loan (BL-L1048; BL-J0008).

As part of the Environmental, Social, Management Systems (ESMS) objectives of the BL-L1048 project, there is a need to ensure that these existing investments are effectively utilized and integrated into routine facility operations. During the environmental and social assessment conducted under the BL-L1048 operation, it was identified that the autoclave systems had not been commissioned or integrated into routine operations, limiting the effective use of these investments. In particular, the absence of systematic operational verification, structured training for operators and end users, and clear guidance on routine operation and maintenance has constrained the ability of health facility staff to safely, efficiently, and autonomously operate these system. Ensuring the effective use of the autoclaves is essential to maximizing the value of existing health sector investments and supporting compliance with national requirements and IDB ESG standards. Beyond the physical availability of the equipment, targeted technical support and hands-on capacity building are required to enable facility personnel to operate and maintain the systems correctly, integrate them into routine workflows, and ensure their long-term functional 

What you’ll do

D) Review and update SOPs Review the existing SOP currently in place for the operation, safety, maintenance, and waste flow management of the autoclave systems.

What you'll need

  • Education: Bachelor’s degree in engineering, environmental health, biomedical engineering, public health, health administration, or another relevant technical or health-related field directly related to healthcare waste management, medical equipment operation, or similar systems. A Master’s degree in a related field will be considered an asset but is not mandatory. Relevant technical certifications or manufacturer training related to autoclaves, sterilization systems, or healthcare waste treatment equipment will be considered an advantage.
  • Experience: At least 5 years of relevant professional experience in the installation, operation, commissioning, maintenance, or technical support of healthcare waste treatment systems, medical equipment, or similar industrial or health facility systems. Experience must include demonstrated hands-on work with autoclaves, sterilization systems, or comparable technologies. Proven experience delivering practical, on-site technical training for maintenance personnel, operators, and end users, including commissioning support and operational readiness activities. Demonstrated experience in healthcare facility environments and familiarity with infection prevention and control standards or healthcare waste management protocols will be considered an asset.
  • Languages: Proficiency in English and one of the other Bank official languages (Spanish, French or Portuguese) is required

  • Citizenship: You are either a citizen of Belize or a citizen of one of our 48-member countries with residency or legal permit to work in Belize.
  • Consanguinity: You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest, or IDB Lab.
