Context
Under the overall supervision of the Chief of Mission (COM) in Tunisia and direct supervision of Head of Programmes, and in close coordination with relevant units at International Organization for Migration (IOM) Tunisia, the Regional Thematic Specialist (RTS) at the Regional Office (RO) for the Middle East and North Africa (MENA) region in Cairo and relevant Divisions/Departments/Units at Headquarters (HQ), the Project Coordinator (Migration Health Division (MHD)) will be responsible for coordinating, monitoring and providing technical and strategic guidance to the Migration Health programme and leading the Migration Health Unit at the Mission.
Responsibilities
- Coordinate and supervise the work of the Migration Health Unit in IOM Tunisia, ensuring alignment with the Mission’s Strategy.
- Coordinate and monitor the effective implementation and evaluation of the migration health programme by exercising administrative, operational, quality control and financial management responsibility for relevant projects.
- Provide operational management, guidance and technical supervision to the Migration Health Unit’s staff, assisting on programmatic strategy and implementation, notably on its provision of medical assistance and mental health and psychosocial support to vulnerable migrants such as public health management of tuberculosis and infectious diseases, cross-border health surveillance, sexual reproductive health and contributing to strengthened local and national health systems through capacity development interventions.
- Collaborate effectively with different units in the Mission (and specifically with the Migration and Development and International Border Governance units) for effective programme implementation, and impact, aligned with the Mission’s strategic plan.
- Identify funding gaps and participate in the development of new project proposals to expand the reach of health services for vulnerable groups in Tunisia.
- Establish, maintain and further expand strong relationships across United Nations (UN) agencies, international organizations, government, particularly the Ministry of Health, and community actors.
- Supervise and provide technical support to all relevant programme staff. Mentor and support staff, conduct relevant trainings and ensure the capacity building of the Migration Health Unit.
- Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing or new migration health projects, while ensuring confidentialy of IOM beneficiaries’medical information, in line with IOM’s data protection policies.
- Maintain a pulse on global and public health expertise and ensure that relevant migration health data and analysis is shared among relevant units. Identify emerging issues and opportunities to expand the migration health programme in line with IOM and national priorities.
- Ensure timely and quality preparation and submission of all programme reports, in close coordination with the Programme Support Unit according to requirements of IOM, donors and relevant stakeholders.
- Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; establish a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements, integrates feedback mechanisms, and impact evaluation strategies, in close coordination with M&E Officer at the Mission.
- Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
- Participate actively at relevant donor or partner meetings, briefings and conferences.
- Undertake travel duties, as required, including the regular visits to Sub-Offices and field activities, to coordinate, develop and/or support programme implementation.
- Perform such other duties as may be assigned.
Qualifications
Education
- Master’s degree in Public Health, Health Policy & Management, Epidemiology, Medicine or a health-related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Experience
- Proven Experience in health programme management from conceptualisation, development, monitoring toimplementation;Experience in capacity-building and procurement activities;
- Experience working with local community health actors;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; and,
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skills
- Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organization, UN Agencies, local authorities and other relevant stakeholders;
- Competences in using health information systems and advanced IT tools for data visualization and process digitalization;
- Proven Track Record in outbreak preparedness and response and health security;
- Excellent leadership, coordination, and information management skills;
- Good knowledge of human and financial resources management;
- Sound and proven understanding of internal and international migration health and public health issues in the country and in the region;
- Excellent conceptualization, analytical and writing skills;
- Ability of supervising multidisciplinary teams;
- Familiarity with financial and business administration;
- Strong communication, organizational and interpersonal relationship skills;
- Knowledge of UN and bilateral donor programming;
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Ability to meet deadlines and work under pressure with minimum supervision.
Language
IOM’s official languages are English, French and Spanish.
For this position, fluency in (English and French) or (English and Arabic) is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
