Organizational Context and Scope

Bangladesh country office, established in 1998, has worked closely with government entities at the national and sub-national levels, civil society organizations, local communities, and development partners to respond to evolving development and humanitarian needs. Its work covers migration governance, humanitarian response, climate action, disaster risk reduction, and development. IOM prioritizes protection, inclusive service delivery, and resilience-building for displaced populations, including Rohingya refugees. The Mission also provides strategic support to the Government of Bangladesh in strengthening migration governance and strengthening systems, advancing safe and regular migration pathways and upholding regional and global migration commitments.

The Migration Policy and Sustainable Unit in the CO aims to strengthen migration governance in Bangladesh by promoting safe, regular, orderly, and humane migration while advancing the socio-economic well-being of migrants, their families, and communities. It supports the Government of Bangladesh and key stakeholders through strengthen ing governance including capacity development, ethical recruitment, evidence-based policy development, and direct assistance to migrants and returnees. The programme also advances research, knowledge management, and regional and global policy dialogue to integrate migration into national development priorities with a strong human-rights focus.

Under the overall supervision of the Deputy Chief of Mission (Development) and the direct supervision of Head of the Migration Policy and Sustainable Development (MPSD) Unit of IOM Bangladesh, the incumbent will be responsible for supporting the management and implementation of related information management initiatives of the different programmes of the unit. 

Responsibilities

  1. Coordinate with relevant stakeholders, including service providers and government technical teams, to support the preparation of detailed, comprehensive, and well-structured plans for new and existing software systems and products. Communicate effectively across technical and non-technical teams.

  2. Support the review of current business processes and recommend opportunities for improvement, optimization, or automation. Assist in preparing and updating process flow diagrams, wireframes, and system documentation.

  3. Assist in preparing and reviewing business requirements, specifications, and technical documentation. Provide inputs and flag inconsistencies to support compliance with relevant guidance materials and standards.

  4. Work closely with developers, testers, designers, and product owners throughout the software development lifecycle (SDLC) to support the tracking and clarification of requirements during implementation and validation.

  5. Track IT-related project deliverables, timelines, and budgets, and report on progress, in line with organizational, donor, or government requirements.

  6. Provide user support and troubleshoot issues related to software applications, dashboards, and IT tools used in project operations.

  7. Participate in meetings, workshops, and coordination forums related to digital transformation, information systems, or ICT initiatives within the programme.

  8. Support the organization and documentation of requirement workshops, sprint planning sessions, and user acceptance testing (UAT) to capture feedback and support quality delivery.

  9. Assist in documenting potential impacts of new features, change requests, and system enhancements on existing systems and processes.

  10. Support the implementation of information management systems and software applications in line with organizational ICT policies, data protection standards, and relevant frameworks.

  11. Perform other duties as may be assigned.  

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with seven years of professional experience; or,
  • Bachelor’s degree in Information Technology, Computer Science, Information Systems, Data Science, or related field, from an accredited academic institution with five years of professional experience.
  • Professional certifications in database management, networking, or system administration are desirable.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in IT support, information management, or digital systems in a programme environment.

  • Experience in the Software Development Life Cycle (SDLC) and software quality assurance processes.

  • Hands-on experience working in an Agile/Scrum development environment.

  • Experience supporting the development and maintenance of databases and dashboards for development or humanitarian projects.

  • Proficiency with project management and tracking tools such as JIRA, Azure DevOps, or similar platforms.

  • Desirable: inexperience in writing user stories, use cases, and process documentation.

Skills

  • Strong skills in preparing user stories, use cases, and process documentation.

  • Excellent analytical, problem-solving, and communication skills.

  • Good understanding of the Software Development Life Cycle (SDLC), including requirements documentation, development processes, testing, deployment, and maintenance, as well as familiarity with software quality assurance methodologies and testing processes.

  • inworking knowledge of C#.NET, Python or equivalent programming languages, enabling clear and effective communication with development teams and supporting limited debugging, basic automation tasks, and data‑handling activities.

  • Familiarity with SQL across major relational database systems (MS SQL Server, MySQL, or PostgreSQL), APIs, and data analysis-visualization tools (Power BI or equivalent) is an advantage.

  • Familiarity with UN/INGO systems, data protection principles, and ICT standards is preferred.

  • Proven capacity to work effectively within multicultural humanitarian contexts, contributing to coordination efforts with external partners and vendors, government agencies, and internal organizational units.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Bangla and english is required (oral and written).

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
