GGGI has a diverse portfolio of programs in developing countries around the world. These in-country programs, together with global products and services, focus on delivering results through an integrated approach of evidence-based green growth planning and implementation aligned to countries’ development priorities. The organization also focuses on knowledge development and management activities which build a strong theoretical and empirical basis for green growth, while providing concrete options and guidance for policymakers; as well as building the conditions for public and private green infrastructure investments. 

The GGGI Morocco Program, launched since November 2015, aims to support the process of implementing the National Sustainable Development Strategy (NSSD), the Nationally Determined Contribution (NDC) and the Sustainable Development Goals (SDGs) through the promotion and support of the implementation of a green, inclusive and sustainable development model at national and territorial level. Its technical assistance focuses on policy and incentive formulation, identifying and designing bankable projects, and securing funds for their implementation.

The GGGI Morocco program focuses on Climate Finance, Circular Economy and Waste Management, Carbon Pricing and Article 6 of the Paris Agreement, and Energy Transition and Investment Mobilization. Its work supports regional climate funding, waste-sector mitigation, Article 6 policy and legal frameworks, and investment mobilization for renewables including green hydrogen, floating solar, offshore wind, and waste-to-energy.

POSITION SUMMARY

The Program Assistant will be based in Rabat, Morocco, within the GGGI country Office hosted by the Sustainable Development Department of the Ministry of Energy Transition and Sustainable Development (MTEDD). The Program Assistant will work closely with the GGGI Morocco program team and key national partners to support the effective implementation of GGGI’s portfolio of activities across its four thematic areas. The Program Assistant will report to the Morocco Program Officer. 

The Program Assistant will contribute to the smooth delivery of program activities by providing comprehensive logistical coordination, administrative, financial, and operational support across projects. The role will also support project implementation through coordination with stakeholders, tracking progress, and ensuring compliance with internal procedures and donor requirements.

This position offers a unique opportunity to contribute to Morocco's green growth agenda from within a government-partnered institutional setting, combining hands-on project management experience with exposure to national sustainable development policy.

PURPOSE

  • Provide day-to-day administrative and operational support to ensure the smooth functioning of the GGGI Morocco program under the supervision of Country Representative, in line with GGGI rules, procedures, systems, donor requirements.
  • Support procurement, travel, HR, and other operational processes in a timely and compliant manner, while ensuring proper documentation and follow-up.
  • Support the organization of meetings, workshops, conferences, field missions, and other program events, including support to green office and green event initiatives.
  • Assist with maintaining project records, filling documents, compiling basic data, and tracking implementation updates for reporting and monitoring purpose
  • Support coordination and information flow across GGGI teams and with external stakeholders, including government counterparts, donors, and implementing partners.

ENGAGEMENT

  • Under the guidance of the Country Representative and the direct supervision of the Program Managers, provide administrative and logistical support to the GGGI Morocco country program, in line with the approved work plan, budget, and organizational rules and procedures.
  • Work closely with country staff, Program Managers, project coordinators, the Regional Office, HQ, and other country office teams to support the implementation of program and project activities..
  • Support day-to-day operations by assisting with administrative, financial, procurement, travel, event-related processes.
  • Liaise with internal and external stakeholders to ensure compliance with GGGI rules and procedures and facilitate smooth information flow

 DELIVERY

 The Program Assistant will be responsible for the following tasks:

  • Providing administrative assistance such as note‑taking, agenda preparation, calendar management, meeting scheduling, travel arrangements, and basic event and mission organization.
  • Supporting finance, procurement, and HR processes by assisting with documentation, data entry, filing, and coordination in line with GGGI systems and donor requirements.
  • Supporting in‑country and regional engagement activities through assistance with meetings, learning events, and knowledge‑sharing initiatives.
  • Assisting with document management and record‑keeping using GGGI’s internal tools and shared platforms.
  • Supporting the preparation and formatting of presentations, reports, and other program documents.
  • Assisting with onboarding processes for new staff and consultants, in consultation with hiring managers.
  • Supporting relocation‑related administrative arrangements for expatriate staff, as required.
  • Providing administrative and logistical support to capacity‑building activities, including participant coordination, documentation, and record‑keeping.
  • Assisting with reporting processes by compiling inputs, organizing supporting documents, and maintaining orderly project files.

REQUIREMENTS

Qualifications:

The Program Assistant must have:

  • A Bachelor degree in environmental policy, international studies, international development, project management, or a related field; A master’s degree is an advantage.  
  • Demonstrate excellent written and verbal communication skills, including the ability to produce clear reports, correspondence, and presentations. Full professional proficiency in both English and French is required, while proficiency in Arabic is considered an advantage.
  • Proficiency in Word, Excel, Outlook, PowerPoint, MS Teams, and SharePoint, along with familiarity with Communication tools such as CANEVAS and online tools such as Zoom.
  • While all qualifications listed above are valued, candidates are expected to demonstrate at least some direct exposure to the field through professional work experience or a relevant internship. Practical, hands-on experience whether gained in a professional or academic setting will be considered a key differentiating factor in the selection process.

FUNCTIONAL:

  • Familiarity with Morocco's sustainable development landscape, including its climate commitments, energy transition agenda, and relevant national frameworks such as the Nationally Determined Contributions (NDC), is considered an asset.
  • Basic understanding of international development or climate related projects and reporting requirement is desirable.
  • Strong organizational skills with the ability to manage multiple tasks simultaneously under the supervision.
  • Ability to work collaboratively within a multidisciplinary team, providing reliable support to program managers and contributing constructively across all areas of the country program.

WORKING CONDITIONS:

  • The Program Assistant position is classified at the X4 grade level within GGGI’s national salary scale. The base salary will be determined based on the selected candidate’s experience, academic background, and internal equity considerations.
