Within the Directorate Central Route Charges Office and Finance, one of the CRCO's core tasks is the accurate and timely billing of air navigation charges, and to this end we collect, maintain and process all data required to bill these promptly and correctly.
In the CRCO Billing area, we have the following main areas of responsibility:
Permanent data management
We collect and manage all other data required for billing, typically the fleet declarations by airspace users, including the maximum take-off weight (MTOW) of aircraft and addresses.
Stakeholder Liaison
For operational purposes, the CRCO interacts with Member States, ANSPs, the Network Manager, airlines and other aircraft operators.
Process and procedure optimisation
To optimise billing, we regularly review operational processes to identify new functional requirements and actively contribute to IT development through to final software testing.
Roles and responsibilities
The primary purpose of this inbound secondment within the CRCO Billing team is to contribute to the ongoing provision of efficient and accurate billing systems, ensuring high-quality services to customers and stakeholders through reliable data management, effective reporting, and strong customer relations (covering en-route charges, terminal charges, and VAT billing).
The main objective of the job is to participate in the work of the team and ensure the daily activities in the following billing area of responsibility:
- Analysis and processing of flight messages received from RCO’s.
- Analysis and processing of NM flight plan data.
- Maintenance/update of the permanent data files on users (e.g. fleets and weight factors).
- Coordination and verification of information received with RCO’s and Users, as required.
- Any other ad hoc task related to the billing and customer relation activity.
Inbound secondments at EUROCONTROL are aligned with the Agency’s business objectives and strategic priorities. These secondments foster collaboration with key partner organisations, such as national Route Charges Offices, ensuring mutual benefits through the exchange of skills, knowledge, and expertise. This strategic initiative aims to create long-term value for both the secondee, his/her employer and the CRCO team.
Required profile
- Relevant professional experience.
- Candidates must be proficient users of English at level C1.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials representing Home Organisations in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must be accompanied by a letter of support from the Director General (or equivalent) of their home organisation. If this is not the Director-General for Civil Aviation (DGCA), then the DGCA must be included in copy of the letter. Failure to do so will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
