Your hosting unit
Within the Network Management Directorate, the Project Coordination & Implementation (PCI) Unit is part of the Airport and Capacity Division within the Network Management Directorate. The PCI is involved in the following activities:
- Implementation of several Network Strategy Plan Strategic sub-objectives.
- Cooperative Traffic Management.
- Flight Plan and Flight Data Evolutions.
- Advanced Flexible Use of Airspace.
- Network Integration of New Entrants.
- Flight Efficiency Implementation.
- Common NM/SDM FF-ICE Support Initiative.
- Provision of future NM systems requirements evolutions.
- Contributions to Domain Concepts of Operation.
- Coordination with SJU.
- Coordination of NM SESAR Operational Projects, including Very Large-Scale Demonstrations.
- Contributions to ICAO Global Operation Panels.
Roles and responsibilities
Your role will be to:
The main scope of this inbound secondment offered within NMD/ACD/PCI Unit is to cooperate with the ASM team and external stakeholders to support on-going activities for improving the implementation of AFUA Strategic objectives, such as full rolling ASM/ATFCM integration, with new processes and procedures, and AFUA performance assessment.
The main objective of the job is to support
- The preparation and execution of ASMSG meetings and AMC Workshops.
- The elaboration of ASM related tasks/topics discussed on different fora in EUROCONTROL CDM working arrangements.
- The on-going activities to define operational requirements for Inm.
- The maintenance of the ERNIP Part 3 ASM Handbook.
- The reviewing and development of other substantial ASM related materials (e.g. guidance procedures and planning timetable for civil-military coordination of large-scale exercises; guidelines and recommendations for pre-crisis situations).
- The collection and evaluation of international AFUA best practices (e.g. UAS integration, Cross-Border Airspace development, non-standard FUA operations).
In addition, the secondee will contribute to strengthening civil-military ASM cooperation, notably through the analysis and exploration of synergies between EUROCONTROL ASMSG and NATO ATM-CNS AG responsibilities. The role may further include involvement in the coordination of NM/ASM-related SESAR projects.
Inbound secondments at EUROCONTROL are aligned with the Agency’s business objectives and strategic priorities. These secondments foster collaboration with key partner organisations and relevant civil and military stakeholders dealing with ASM/ATFCM issues, ensuring mutual benefits through the exchange of skills, knowledge, and expertise. This strategic initiative aims to create long-term value for both the secondee, his/her employer, the ASMSG community and the NMD/ACD team.
Required profile
- Relevant professional experience.
- Civil-military knowledge.
- Candidates must be proficient users of English at level C1.
The levels relate to the European-framework-reference Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials representing Home Organisations in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must be accompanied by a letter of support from the Director General (or equivalent) of their home organisation. If this is not the Director-General for Civil Aviation (DGCA), then the DGCA must be included in copy of the letter. Failure to do so will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
