Your hosting unit
Within the Office of the Director General, DG/SEIR “Strategy, Engagement and Institutional Relations” is a newly created unit embedded within the Directorate General.
DG/SEIR is responsible for coordinating the strategic initiatives of the Agency and the engagement, meaning institutional and public diplomacy activities carried out by the Agency with its partners and stakeholders, including both the external and internal communication streams, the support to EUROCONTROL bodies and groups, and the corporate social responsibility (CSR) portfolio.

Your role will be to:
The main scope of this inbound secondment offered within SEIR’s Stakeholder Outreach Management team is to support engagement with the Member States and States with comprehensive agreement to better serve them by ensuring that their pain points and strategic objectives are understood and aligned with Agency’s priorities on continuous basis.
The main objectives of the job are to participate in the work of the team and ensure the following daily activities are fulfilled in the stakeholder outreach programme:
- Support the Agency in defining the targeted engagement framework with Member States, including governance interfaces.
- Support the Agency in setting up reinforced institutional relations framework.
- Maintain/update central repository of relevant documents related to Member States.
- Prepare material to support each outreach meeting with Member States.
- Draft reports and record actions arising from Member State outreach meetings.
- Plan and execute a Member State outreach annual survey.
- Analyse survey data provided by Member States and prepare a survey report.
- Coordinate with Agency internal staff to ensure actions raised are tracked to closure.
- Any other ad hoc task related to the Member State engagement activity.
Inbound secondments at EUROCONTROL are aligned with the Agency’s business objectives and strategic priorities. The proposed secondment will provide a mutual benefit for the secondee and SEIR team through exchange of skills, knowledge and expertise, thus creating a long-term value for all parties concerned.
Required profile
- Experience in developing policy positions and position papers, especially from Member States angle.
- Experience in coordinating between various business areas and driving consensus positions.
- Experience in addressing a range of aviation policy-related issues, ideally at domestic, European and international levels.
- Experience in working with international organisations and aviation institutions.
- Understanding of the political landscape, dynamics, and implications that affect the aviation sector.
- Understanding of EUROCONTROL’s stakeholder ecosystem and governance.
- Stakeholder management and diplomatic skills.
- Networking: You design networks with a view to developing strategic connections.
- Organisational Awareness: You understand influences and operate effectively in the broader context.
- Influencing: You tailor your style and approach to influence others.
- Analytical Thinking: You analyse information and are able to identify relationships.
- Candidates must be proficient users of English at level C2 (oral/written). The level relates to the Common European Framework of References for languages (CEFR).

- Eligibility Criteria:
- Only applications from National Officials representing Home Organisations in a EUROCONTROL or ECAC Member State will be accepted.
- All applications must be accompanied by a letter of support from the Director General (or equivalent) of their home organisation. If this is not the Director-General for Civil Aviation (DGCA), then the DGCA must be included in copy of the letter. Failure to do so will result in the application being rejected.
- Extension: This secondment may be renewed several times, upon mutual agreement between the Secondee, their Home Organisation and EUROCONTROL, but its total duration, including all renewal periods, shall not exceed 4 years.
