Job Overview: 

The Clinical Mental Health and Psychosocial Support (MHPSS) Officer will be responsible for delivering high-quality clinical mental health services. This role focuses primarily on the clinical aspects of mental health care and supports a broad range of MHPSS activities. In coordination with the Health and Nutrition Manager, the MHPSS Officer will plan, implement, and lead all components of IRC’s mental health initiatives in the assigned areas. The position reports directly to the field coordinator and receives technical guidance from the Health and Nutrition Manager. The MHPSS Officer will oversee IRC’s MHPSS interventions in collaboration with other stakeholders and ensure that all program activities are implemented in alignment with the Inter-Agency Standing Committee (IASC) guidelines.

Major Responsibilities:

  • Ensure project goals and objectives are achieved in line with the project proposal, work plan, and M&E framework.

  • Deliver integrated clinical mental health and psychosocial support (MHPSS) services in collaboration with RRS health center staff and provide coverage in their absence.

  • Expand access to mental health care for both emergency-related and pre-existing mental disorders through general healthcare and community-based services.

  • Facilitate and/or conduct training on MhGAP-HIG, trauma-focused cognitive behavioral therapy (TF-CBT), and interpersonal therapy (IPT) to strengthen mental health service delivery at RRS health centers.

  • Strengthen the link between facility-based MHPSS services and community-level psychosocial support through close supervision of health social workers.

  • Support faith-based and community-based organizations by providing technical guidance and distributing IEC materials related to mental health and psychosocial support.

  • Build strong partnerships with the local government bodies, and other NGOs involved in MHPSS in the target area.

  • Ensure the availability and secure storage of essential psychotropic medications and equip mental health units with necessary office supplies to maintain confidentiality.

  • Conduct community-level assessments to identify service gaps and address issues related to alcohol and substance use.

  • Perform rapid assessments to identify training needs and develop plans to enhance the capacity of facility-based health workers.

  • Provide technical input for the development and use of job aids and SBCC materials to support mental health awareness and demand generation.

  • Collaborate with the health promotion and protection teams (CP, RaDO, CWI) to develop community-based MHPSS awareness packages.

  • Represent IRC in coordination meetings, workshops, and task forces at the camp level.

  • Offer technical support and mentoring to IRC and MTI community health workers on MHPSS.

  • Ensure accurate, age and sex-disaggregated data collection and management for mental health activities.

  • Maintain comprehensive records of program activities and submit timely reports to IRC and donors.

  • Ensure timely implementation of activities according to the work plan and achievement of targets.

  • Track progress toward program goals and objectives.

  • Compile and submit weekly, monthly, quarterly, and annual MHPSS reports to relevant stakeholders.

  • Establish and maintain a robust data management system for mental health services.

  • Participate in supportive supervision and monitoring visits and share findings with health and nutrition officers and managers.

  • Collect client feedback and contribute to MEAL activities.

  • Promote a culture of learning by documenting and sharing lessons learned and best practices.

  • Supervise Health Social Workers in collaboration with the Health Officer.

Safeguarding Responsibilities

  • Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC Health and Nutrition Department

  • Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

Job Requirements:

Educational Requirements:

  • Bachelor’s Degree in Psychiatric Nursing from a recognized institution.

  • Master’s degree in integrated clinical and Community Mental Health (ICCMH)

  • A minimum of two years of experience in implementing Mental Health and Psychosocial Support (MHPSS) programs in humanitarian settings for candidates with a bachelor’s degree (BSc).

  • A minimum of two years of relevant experience for candidates holding a master’s degree (MSc).

  • Experience working with international non-governmental organizations (INGOs) is highly desirable.

Preferred Skills and Attributes:

  • Excellent verbal and written communication skills, with the ability to convey information clearly and concisely.

  • Strong analytical and problem-solving capabilities.

  • Ability to work both independently and collaboratively within a cross-functional, multicultural team.

  • High proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

  • Proven clinical expertise in assessing psychiatric conditions, administering medications, and implementing intervention plans.

  • Skilled in managing acute mental health episodes, including de-escalation, patient restraint, and emergency care.

  • Experience in monitoring treatment adherence, modifying environmental triggers, and documenting patient progress.

  • Proficient in delivering psychoeducation, especially involving family members, to support holistic mental health care.

  • Self-motivated, honest, responsible, punctual, and capable of addressing performance gaps constructively.

Language Skills:

  • Proficiency in spoken and written English is required and local language is advantageous.
