JOB CONTEXT:

The South East Asia Program include operations in Cambodia, Laos, Vietnam, Philippines, Myanmar and Thailand. The Regional Operational Strategy was approved in November 2025 and runs from 2026 to 2030. The ongoing strategy aims to improve participation, resilience and quality of live conditions of persons with disabilities and vulnerable groups through the strengthening of ( (i) Rehabilitation: Strengthen and expand interventions building a model for continuum of rehab care (ii) Inclusive education: Consolidation as inclusive education actor on primary with technical support to relevant actors included institutional ones and (iii) Inclusive employment: Sustainable Economic Development to eliminate poverty through an inclusive employment strategy and resilient livelihood (iv) Disaster Risk Reduction: early action, inclusive humanitarian action, climate action disaster preparedness and risk reduction, emergency response.

YOUR MISSION:

Reporting to the Program/Country Director, the Regional/Standalone Human Resources Manager defines and rolls out the HR component of the Program’s STRATOP in his/her geographical area.

S/he is the preferred contact for HR operations centers at Headquarters. S/he ensures that HR activities are consistent with his/her budgetary framework and with HI’s HR frameworks. S/he actively analyses changes in context to identify the risks and opportunities in his/her scope of responsibility.

Your main missions are as follows:

Design the HR part of the STRATOP and Oversees its associated action plan

  • Draft, revise and implement the HR part of the Program's operational strategy (STRATOP) in compliance with HI's policies and mandate.
  • Translate the HR strategy into action plans for the Program as a whole.
  • Advise the Regional/Country Director during major reorganizations of the Program’s human resources
  • Produce, compile and analyze standard HR indicators for the Programme's dashboard; where necessary, create HR-specific KPI.

Roll out Standards, contribute to HI's Expertise and Accountability in your scope of responsibility

  • Responsible for the deployment and monitoring of the quality of all HI's HR policies, processes and tools in his/her Programme.
  • Responsible for drafting, updating and enforcing the Programme's HR framework documents (Specific Terms and Conditions of Engagement [CSE] for International Staff, Terms and Conditions of Engagement / Terms and Conditions of Employment for National Staff, Internal Regulations, disciplinary framework etc.). 

Operational implementation of HR

  • Oversee the dimensioning and quality of Programme resources
  • Oversee the Programme's Career Management and Skills Development systems
  • Coordinate and guarantee the quality of the Programme’s administrative management for all members of staff.
  • Assist managers on his/her Program with the implementation of HI's HR policies
  • Legal and social aspects
  • Support the Country/Regional Manager with the deployment of the HR part of the Code of Conduct and the PSEA, the Fraud and Corruption Policy and other institutional policies

Emergency preparedness and response

  • Oversee emergency preparedness actions in your department and, in the event of

an emergency, reorganise the priorities of your team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI

Internal control

  • Identify risks and contribute to risk mapping within your area of responsibility.
  • Check compliance with process in force and the quality of first-level controls.
  • Ensure the effectiveness of risk management and internal control systems.

Assessing HR policies and processes to propose standardization of practices

Reviewing the HR standards of each country and propose improvement for more subsidiarity

Visit each of the countries and HRM

Organize the first regional HR workshop for the new program.

Assess the skills and develop capacity building for each team members with the support of the HR Specialist.

Create an HR system of governance for internal communication

Requirements

  • University degree in human resources management other discipline relevant to the position.
  • Fluent in English (written, spoken).
  • At least five years of experience in Regional HR Manager positions, with experience in a similar HR role at an INGO, ideally within a regional program, being a strong asset,
  • Experience in humanitarian sector ,
  • Previous experience in recruitment and development,
  • Proficiency in Compensation and benefit and payroll management,
  • Proficiency in competency development and performance management is required.

  • Salary:  Depends on the salary grid in the country of residence

For non residents, 36 months International contract starting from 6th, June 2026;

  • The international contract provides social cover adapted to your situation:
    • Unemployment insurance benefits for EU nationals;
    • Pension scheme;
    • Medical coverage with 50% of employee contribution;
    • Repatriation insurance paid by HI;
  • Salary from 2869€ gross/month upon experience;
  • Perdiem: paid in the field – depends on the country
  • Paid leaves: 25 days per year;
  • R&R: according to the level of the mission 1 day per month
  • Position:
  • Unaccompanied:
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
    • A child allowance of 100€ per month, per child (from the second child) paid in the field;
  • open to couples:
    • Support travel costs (air ticket & visa) for accompanying dependent and health/ repatriation insurance if the dependent has no income;
    • Payment of one yearly additional return flight; 
  • open to families:  
    • A child allowance of 100€ per month, per child (from the second child) paid in the field;
    • Contribution to school registration fees for children over 3 years;
    • Family-wide health coverage;
    • Payment for travel costs (air ticket & visa) and transport of your personal effects;
  • Housing: Individual taken in charge by HI;
