Duties and Responsibilities

Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG/ASG), UNDRR has over 160 staff located in its headquarters in Geneva, Switzerland, and in regional offices. UNDRR guides, monitors, analyses, and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030. It supports regional and national implementation of the Framework and catalyzes action and increases global awareness to reduce disaster risk working with UN Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community. The project aims to enhance Armenia’s capacities to achieve faster, more inclusive, and climate-resilient recovery by strengthening recovery governance, embedding disaster- and climate-risk considerations into public financial systems, and improving the resilience and financial protection of livelihoods as well as micro, small, and medium-sized enterprises (MSMEs). This two-year initiative focuses on three mutually reinforcing areas deemed critical for resilient recovery: • Institutionalizing recovery governance and coordination before disasters occur; • Embedding risk-informed, disaster-responsive public financial management into core fiscal systems; • Improving resilience and financial protection for livelihoods and MSMEs to support faster, more inclusive and gender-responsive recovery. The project will strengthen national capacities and systems for resilient recovery while generating practical insights, refined methodologies, and scalable tools that contribute to strengthened recovery systems at the national level. These insights and good practices will also feed into global learning platforms such as the International Recovery Platform (IRP), the G20 Working Group on DRR, and UNDRR’s Global and Regional Platforms for DRR, reinforcing both country readiness and the global architecture for resilient recovery. The consultant will lead activities under the project area on “institutionalizing recovery governance and coordination before disasters occur”, including: - Review the Recovery Readiness Framework and Assessment Tool (RRFAT) and existing country reports, identifying how the RRFAT can be adapted to the Armenian context, considering existing legislative, regulatory, policy and strategic planning processes, as well as institutional arrangements. This includes identifying how the RRFAT process can support the review and development of by-laws related to the implementation of the Law on DRM and Population Protection, particularly those focused on recovery, as well as other DRR strategy-related review processes and action plans. - Conduct stakeholder mapping and initial consultations with government institutions, the UN Country Team, and development partners, and undertake research on existing policies, regulatory frameworks, and initiatives related to recovery governance and financing, as well as an overall mapping of ongoing processes and initiatives related to disaster risk reduction led by the Ministry of Internal Affairs - Develop a comprehensive, context-adapted workplan for applying the RRFAT in Armenia, to identify key gaps and opportunities in recovery governance, coordination, and financing. The workplan will be aligned with national priorities and planning processes, clearly outlining how its milestones will strengthen coordination and inform relevant policies, action plans, and strategies to advance recovery preparedness. - Consult with key counterparts on the work plan, including the Ministry of Internal Affairs, DRR National Platform, Ministry of Finance, other identified government counterparts, the UN Country Team, and relevant partners, through a workshop or in-person and/or virtual meetings (to be determined, based on government consultations - Oversee the application of the RRFAT in Armenia, based on its contextualization to the country context, in accordance with the agreed workplan and in close collaboration with government counterparts and other relevant stakeholders, as identified through the stakeholder mapping and building on undertaken research and consultations. - Solicit input to the draft Recovery Readiness Assessment through consultations and interviews, ensuring the integration of gender and disability dimensions and in accordance with the agreed workplan. - Finalize the Recovery Readiness Assessment and prepare materials for a validation workshop: o present findings of the Recovery Readiness Assessment; o collect final inputs and validate results; o facilitate technical sessions aimed building stakeholder awareness and capacities on recovery readiness governance and strengthening coordination across government, development partners and where applicable, the private sector; o identify priority actions and defines steps for embedding them into government plans, strategies, regulations, and implementable processes through a Recovery Readiness Roadmap (as a standalone document or integrated into relevant processes/mechanisms). - Develop a final Recovery Readiness Assessment report and a prioritized Recovery Readiness Roadmap and provide technical support to facilitate government validation and initial integration of identified actions into relevant policy, regulatory, and planning frameworks. The Recovery Readiness Assessment report should contain a schematic description of the recovery process – highlighting the main recovery stakeholders, procedures, decision points, financing mechanisms and outputs. These schematics should be based on recent recovery experiences and highlight identified strengths and weaknesses. The consultant will be home-based in Armenia and report to the Economic Affairs Officer of the UNDRR Regional Office for Europe and Central Asia, based in Brussels, Belgium, and will work in close collaboration with the focal point for SME resilience in UNDRR’s Partnership Branch in Geneva, Switzerland.

Qualifications/special skills

An advanced university degree (master’s degree or equivalent) in disaster risk reduction, climate change adaptation, public policy, economics, finance, international relations, or related area is required. First-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree. At least five (5) years of professional experience in public policy development, disaster risk management, or related fields is required. Experience in conducting stakeholder consultations, policy or institutional analysis, and coordinating with government, development partners, and the private sector actors is desirable. Experience in developing and implementing business continuity plans, and resilience strategies is desirable.

Languages

English and French are the two working languages of the United Nations Secretariat. Fluency in English and Armenian (Eastern) is required. Knowledge of Russian is desirable.
