Organizational Context and Scope

Under the overall supervision of the Director, Coordinating Office for the Mediterranean and Chief of Mission for Italy and Malta, and the direct supervision of the Integration Specialist, the incumbent will be responsible to support the territorial activities implemented within the framework of the project G.O.L.D. Governance Orientation Labour in Messina, aimed at improving the overall management and coordination capacities of the Prefecture of Messina to enhance the integration of migrants.

Responsibilities

  1. Support with monitoring and updating of needs assessment and mapping of local services and initiatives for the socio-economic inclusion of migrants living in Messina. 

  2. Assist the supervisor in the preparation and logistical organization of activities related to the design and implementation of a specialized training programme for public (Prefecture, local health authority in Messina, municipal public services) and private (project partners, Third sector and the reception system) operators on access to social services, health services, labour markets and protection against exploitation. 

  3. Prepare and maintain logistical arrangements for information session activities and provide on-site logistical and administrative support during the sessions in close coordination with project partners, including sessions on labour rights, risk of labour exploitation, and access to inclusion services.

  4. Support the monitoring and updating of stakeholder engagement activities aimed at strengthening local migration governance and including administrative support for the relaunch of the Territorial Council for Immigration and the organization of dedicated Technical Tables.

  5. Assist the Project Manager with the preparation of reporting documentation related to the project, including collating inputs, verifying supporting documents and maintaining organized project files.

  6. Perform any other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • High school diploma with four years of relevant experience; or,

  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with two years of relevant professional experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience supporting field of migrants’ integration activities. 
  • Experience supporting capacity-building of institutional actors.
  • Previous experience with international organizations, NGOs and/or EU Agencies would be an asset.

Skills

  • Knowledge of the Italian regulations and policies related to migrants’ reception and integration. 
  • Knowledge of the role and functioning of the Prefectures’ role within migration governance frameworks in Italy.

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in Italian and English is required (oral and written).

Working knowledge of French is desirable.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
