Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Project Context and Scope
Since November 2022, the International Organization for Migration (IOM) and the Naif Arab University for Security Sciences (NAUSS) are collaborating through the joint Arab Centre for Technical Cooperation on Migration and Border Management (ACTC-MBM) on the university’s campus in Riyadh, Saudi Arabia. The Centre provides technical, legal, operational, and policy support to ministries and stakeholders involved in migration and border governance across the Arab region. This collaboration includes a dedicated focus on migration data capacity building, and the Center currently hosts a Migration Data Dashboard showcasing IOM and UN data on migration in the Arab region for demonstration and study purposes. Serving as a regional hub for migration data, trends and statistics in the Arab region, the Center is ambitioning the expand its migration data portfolio to establish the Arab Migration Observatory, based on the upgrade of the data dashboard and its wider use in academic and operational capacity building objectives for IOM in Saudi Arabia and the region.
Project IB.0541 ‘Arab Center for Technical Cooperation on Migration and Border Management Phase II’ with Naif Arab University for Security Sciences (NAUSS).
Responsibilities
Lead the upgrade of the Migration Data Dashboard at the IOM-NAUSS Arab Center for Migration and Border Management to ensure improved technical functioning, data quality, data inclusion, and access.
Coordinate closely with our partner NAUSS and its technical and academic staff to facilitate co-ownership and ensure the data and dashboard are serving the objectives as required for capacity building and research purposes.
Develop a capacity building plan for the use of the migration data available through the dashboard and its use under the Arab Center for Technical Cooperation on Migration and Border Management, including training materials for its use.
Support the expansion of the migration data programmatic work with strategic advice for the establishment of the Arab Migration Observatory.
Support the other IOM programmes in Saudi Arabia with technical advice, training support and tasks as required.
The Migration Data Dashboard has been upgraded to include extended data with regular automated updates, improved accessibility and usability, and technical innovations for analytical purposes.
NAUSS reports co-ownership and satisfactory delivery of the upgraded Migration Data Dashboard in line with their expectations and academic objectives.
A Capacity Building Plan that includes the possible use of migration data through the dashboard is delivered.
The strategic advancement of the migration data programme has benefitted from technical expertise contributed by the consultant.
Qualifications
Required Qualifications, Experience and Skills
Bachelor's degree (or higher) in Data Science, Information Management, Social Sciences (with focus on data analysis), Computer Science, Statistics, Data Governance or a related field.
Minimum 5 years of experience in data management, monitoring & evaluation, research, or information systems, preferably within an international organization, government, or NGO.
Experience in developing and maintaining data management systems, including dashboards, and preferably with the use for academic, teaching or research purposes.
Strong technical expertise in database management, data visualization, and analytics tools.
Experience in collaborating with government entities and multi-stakeholder coordination.
Ability to assess and improve data collection methodologies and data visualizations to enhance demonstration and teaching.
Past experience conducting similar data-focused duties for the International Organization for Migration or other UN agencies is an advantage.
Languages
Fluency in English and Arabic.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
