Job Description

Under the overall supervision of the Chief of Mission and Project Officer (HREF), and the direct supervision of the National Reintergration and Reconciliation Officer, the Project Specialist will provide specialized support to the implementation of activities and projects IOM Ukraine’s Transition and Recovery Unit (TRU). The incumbent will specialize in veterans reintegration, community stabilization, durable solutions, violence prevention, and similar themes.

Responsibilities

  1. Support the Programme and National Officers in the overall planning, implementation and monitoring of project efforts.

  2. Assist in the coordinating veterans’ reintegration initiatives  initiatives within the context of the relevant sectors. 

  3. Liaise with partner NGOs as well as with relevant national and local working-level government contacts, as necessary, under the guidance of the National Officer.

  4. Support the mapping of  veterans’ reintegration programming needs and beneficiaries..

  5. Work together with in-house monitoring and evaluation team to devise and implement a monitoring system for for veterans’ reintegration activities.

  6. Contribute to the contracting of partner NGOs and the procurement of goods and services.

  7. Contribute to regular reporting (IOM internal, IOM external, UN-related, including 3W and situation reporting), correspondence, publication and presentation materials.

  8. Provide information gathering management support for veterans’ reintegration programming.

  9. Track relevant national developments pertaining to veterans’ reintegration, and analyse, summarize, and present findings. 

  10. Organize and/or take part in events related to veterans’ reintegration (meetings, presentations, discussions, visits, etc.).. 

  11. Provide inputs and recommend improvements to the planning and delivery of programme activities.

  12. Support the development and application of programme visibility and communications.

  13. Coordinate the logistics and take part in organization of TRU-related activities and events (meetings, presentations, discussions, visits, etc.).

  14. Undertake duty travel within Ukraine, to areas selected for TRU programming, on an as-needed basis.

  15. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • High School diploma/certificate with six years of relevant experience; OR

  • Bachelor’s degree (preferably in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields) from an accredited academic institution with four years of relevant professional experience.

EXPERIENCE

  • Experience working with authorities and civil society;

  • Experience working with IDPs/refugees and/or vulnerable populations;

  • Experience in community participation and cohesion, is advantageous;

  • Experience throughout the project cycle, including project design, implementation, monitoring, evaluation, and reporting;

  • Experience of working in a UN agency or International NGO is an asset;

  • Knowledge of community stabilization, social participation and cohesion, recovery, and similar activities; 

  • Ability to implement organizational, administrative and financial control procedures;

SKILLS

  • ​​Proven written and spoken communication skills in English and Ukrainian, and Russian when needed; 

  • Skilled in Microsoft Office Suite, including Outlook, PowerPoint, SharePoint, Excel, and Teams.

Languages

For this position, fluency in English and Ukrainian is required.
