Organizational Setting and Reporting Relationship

The position of Investment Specialist is assigned to the Private Sector Financial Institutions Division (PSFI) within the Private Sector Operations Department (PSOD). You will be outposted to the Resident Mission in New Delhi, India (INRM) for an initial assignment of three years. After this period, subject to business needs, the role may be assigned at our Headquarters in Manila, Philippines or at another resident mission office. Relocation is required. All reasonable relocation expenses will be covered.

You will report to Director, PSFI and Country Director, INRM and will oversee junior team members.

Your Role

As an Investment Specialist, you will support the origination, development, due diligence and processing of financial sector transactions through ADB Board approval and financial closure.

You will:

a. Project Development and Processing

  • Identify and develop a pipeline of financial sector projects with private sector and state owned financial institutions in South Asia.
  • Process financial sector projects through Board approval and financial closure.
  • Undertake and manage the necessary due diligence, financial modeling, risk analysis and mitigation in the structuring of loans, equity investments, guarantees, parallel loans or other forms of ADB assistance, including technical assistance.
  • Support the internal approvals process including interface with credit, safeguards, integrity, legal and other teams and management and the Board.
  • With the support of internal and external counsel, ensure all deals with appropriate legal documentation is successfully concluded in line with approvals and that financial close (i.e., first disbursement) is timely achieved.
  • Undertake the implementation and the hand-over of administration of private sector investments in financial institutions, ensuring compliance with required guidelines.

b. External Liaison

  • Develop and facilitate active relationships with commercial lenders and other financial partners in the region and beyond and with investors and governments.

c. Policy and Project Evaluation

  • Draft or comments on projects, policy and other papers related to private sector development and operations issues in several themes and sectors.
  • Collaborate with the Finance Sector Group and other relevant sovereign teams on various initiatives.

d. Knowledge Sharing

  • Contribute to internal and external training and conferences and other activities for advocacy, distribution and knowledge building.
  • Maintain and shares knowledge of latest best practices in area of expertise.

e. Strategy and Planning

  • Participate and support country teams and missions for planning and programming purposes with focus on private sector operations for identifying investment opportunities in assigned developing member countries.

f. Staff Supervision

  • Provide leadership and support to reporting staff.
  • Supervise the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance.
  • Ensure the ongoing learning and development of reporting staff.

Qualifications

You will need:

  • A University degree in business administration, finance, or related fields combined with a specialized experience in similar organization/s; preferably at post-graduate level or its equivalent.

  • At least 6 years of relevant financial and emerging markets experience in the private and finance sector, including hands-on experience analyzing credit risks, structuring and executing loans or equity investments. Experience in investment management, investment banking, consulting, credit analysis, or research with a focus on the the financial sector is preferred.
  • Experience closing successful loan or equity transactions including in developing markets, to multiple financial sector institutions.
  • Strong analytical capabilities.
  • Excellent client management skills.
  • Ability to negotiate with existing shareholders, sponsors, co-lenders and co-investors.
  • Ability to maintain productive relationships with institutional investors and other limited partners, sponsors, and financiers.
  • Excellent oral and written communication skills in English.
  • International experience working in several countries is preferred.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
