Organizational Setting and Reporting Relationship

The position of Associate Transaction Support Officer is is assigned to the Transaction Support Division Division (PSTS) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and Officer, as applicable.

Your Role

As an Associate Transaction Support Officer, you will undertake specialized analytical support for PSOD's Integrity Due Diligence (IDD) activities in support of PSOD's pipeline, portfolio and programs. You will support all matters relating to IDD in accordance with ADB's IDD Guidelines and Tax Transparency Guidelines for Nonsovereign Operations.

You will:

a. Integrity Due Diligence

  • Conducts IDD and anti-money laundering (AML)/ combating the financing of terrorism (CFT) in support of PSOD deal teams in accordance with ADB's IDD Guidelines for Nonsovereign Investments accurately, comprehensively, consistently, and in a timely manner.
  • Review IDD checklists completed by consultants, deal teams, and third parties for accuracy, completion and consistency
  • Conduct primary research using open- and closed-source databases.
  • Review research collected and/or analyzed by others and incorporate appropriately into IDD checklists
  • Identify red flags learned; propose ways to negate or mitigate potential risk.
  • Ensure submission of signed checklists to OAI in timely manner
  • Review ADB's Office of Anticorrpution and Integrity's (OAI) assessment and follows up with any outstanding action
  • Ensure Annual Integrity Reviews are conducted in timely fashion
  • Set up Google alerts for critical clients and notifies the designated staff as integrity-related events arise
  • Ensure all integrity-related emails, attachments and information are filed appropriately in Sharepoint.
  • Draft disclosure language for project documents
  • Coordinate with OAI on processes and integrity-related concerns
  • Assist with integrity concerns as they arise

b. Other Duties

  • Other duties as assigned which are reflected in the incumbent's work plan.

Qualifications

You will need:

  • Bachelor's degree in business administration, mathematics or related fields, preferably with advanced training.
  • At least 5 years of work experience in law, banking, business management or comparable, preferably with at least four years applied experience working with the issues of money laundering, terrorist financing, tax avoidance, fraud or other comparable.
  • Thorough knowledge of integrity due diligence /Know Your Customer processes.
  • Familiarity with the Financial Action Task Force and Global Forum on Exchange of Information for Tax Purposes and Office of Foreign Assets Control's sanctions.
  • Strong analytical and organizational skills.
  • Experience in multiple countries and/or with international/global organizations.
  • Demonstrated ability to maintain the highest ethical standards of professional and personal conduct.
  • Comprehensive knowledge and understanding of multilateral organizations' requirements, operations, policies and particularly with respect to anticorruption.
  • Professional qualifications including certification in fraud and/or anti-money laundering and/or accredited coursework in investigations, anticorruption or governance is an advantage.
  • Membership to professional organizations as Certified Public Accountant, Juris Doctor, or Internal Auditor is also an advantage.
  • Strong planning and organizing skills to handle many tasks with deadlines.
  • Ability to develop rapport internally and externally in a multicultural environment.
  • Ability to work collaboratively with teams as a constructive team member.
  • Demonstrated ability to supervise and mentor more junior or inexperienced team members.

  • Proven ability to work independently on assigned transactions, areas of analysis and research, which have well-defined scope and steps.
  • Effective report-writing and communication skills in English.

Additional Information

This appointment is open to internal and external applicants.

This is a fixed-term appointment for an initial fixed period of 3 years. At the end of the initial period, this appointment may, at the option of ADB, be extended once for up to 2 years, converted to a regular appointment, or ended on its expiration date. This decision will be made in the overall interest of ADB that: (a) it will require Staff's particular blend of skills and experience in the foreseeable future; and (b) Staff's performance is satisfactory and they are suitable for further employment.
