Organizational Setting and Reporting Relationship
While the position of Principal/Senior Project Officer (Energy) resides with the Energy Sector (SD1-ENE) within the Sectors Department 1 (SD1), you will be strategically assigned to the India Resident Mission (INRM) within the South Asia Department (SARD) based at our Resident Mission Office in New Delhi, India.
You will report to the designated Technical International Staff, SARD/INRM and Director, ENE or designated Technical International Staff, SD1/SD1-ENE and will oversee junior team members.
Your Role
As a Principal/Senior Project Officer, you will lead and co-lead loan, grant, and Technical Assistance (TA) processing and administration, portfolio management, sector work, and other general sector activities, with a focus on energy and related sectors across both public and private sector operations. You will be responsible for project processing, administration, and monitoring; portfolio and budget preparation and monitoring; and knowledge management and capacity building activities aligned with sector priorities. You will be assigned to projects, knowledge work, budget management, or other sector activities covering specific geographies or practice areas, in line with your skills, experience, career objectives, and the evolving business needs of the team.
You will:
- Lead/co-lead in portfolio management activities. These activities include developing and maintaining a database of key performance indicators and project administration issues and actions. Prepare or clear consolidated and analytical portfolio management reports. Take necessary actions without delay and provide any stop gap support as necessary.
- Oversee/analyse the sector portfolio performance, project administration workload, and provide guidance to other members of the team. Coordinate with the project administration teams across the Sector Office.
- Lead or co-lead analysis and review missions, progress reports, and other available project performance indexes on a regular basis. Ensure quality in these efforts. Conduct special loan/TA review missions. Prepare country portfolio review missions and tripartite portfolio review meetings. Address project administration red flags for timely corrective actions.
- Monitor and review the accuracy and consistency of data to ensure the quality of individual Project Performance Reports. Monitor, analyze, and make recommendations on the team's projection and performance regarding contract awards and disbursement, project completion reports, and technical assistance completion programs, to achieve targets.
- Strengthen procurement and contract management oversight within the portfolio by reviewing procurement processes, identifying potential risks or delays in bidding and contract implementation, and supporting project teams and EAs in resolving related issues. Provide guidance to EAs on ADB procurement policies, procedures, and directives, including bidding, contract administration, claims, and variations, to enhance compliance and implementation efficiency.
- Provide input and feedback to the Energy Sector Office and Sectors Department 1 initiatives in project administration. This feedback reflects the operational issues and experience from the team and executing agencies (EAs)/implementing agencies. The goal is to ensure system improvement leads to more efficient portfolio outcomes.
- Ensure compliance with the checklist on use of no objection procedure for loans, grants, and guarantees. This checklist also covers multi-tranche financing facility, policy-based lending, results-based lending, and any other newly introduced instrument's quality.
- Support integration of Environmental and Social Framework (ESF) requirements across the project cycle, from design and processing to implementation. Identify potential ESF risks early, work with EAs to mitigate them, and guide and sensitize EAs on compliance with ADB ESF policies and safeguards to ensure implementation and avoid delays.
- Lead/co-lead and contribute to project administration tasks for assigned loans and TAs, especially in procurement and other project administration actions, and provide guidance to EAs on ADB's procurement guidelines and policies.
- Participate in project inception, review, mid-term review, special loan administration missions, and project completion review missions, as required.
- Provide guidance to project processing staff in the preparation of project reports, Report and Recommendation of the President, and linked documents.
- Lead/co-lead project processing missions in designing project implementation arrangements, including procurement/disbursement procedures and project management set up, and review of financing plans.
- Lead/co-lead preparation of annual portfolio management program (i.e., consolidates and prioritizes required project supervision missions), assess resource implications, and monitor achievement of program.
- Work closely with the Sector and Country Directors. Lead in or contribute to the preparation of the work program and budget resource requirements, based on the Three-Year Rolling Work Program and Budget Framework and its related annual/mid-year budget estimates. Monitor budget utilization.
- Monitor progress and issues in budget utilization for efficient and effective resource use and ensure that you properly account for and justify deviations.
- Lead/co-lead undertakings of knowledge management products for the team and knowledge sharing.
- Mentor and oversee administrative staff.
- Perform other responsibilities that may be assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree or equivalent in engineering, economics or related disciplines; preferably with Master's degree or equivalent.
- At least 8 years relevant professional experience in project implementation and at least 4 years of supervisory experience.
- Written and verbal proficiency in English and local language (as applicable)
- Strong skills with computer-based applications including spreadsheets and word processing software.
- Comprehensive knowledge of ADB's operational processes and administration guidelines.
- Ability to work with good analytical thinking and problem solving.
- Ability to work with individuals from different cultural/national backgrounds.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of India.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
