Organizational Context and Scope

IOM supports the Government of Pakistan in the implementation of cross-border programming supporting Afghan migrants and refugees which aims to contribute towards promoting peaceful co-existence with host communities. In view of present government policy, and in line with the strategic approaches adopted by the Afghanistan Situation Regional Refugee Response Plan (2022) and IOM ’s Comprehensive Action Plan for Afghanistan and Neighbouring Countries (2021-2024). IOM Pakistan will support the most vulnerable communities hosting Afghan migrants and refugees to address humanitarian needs and reduce protection risks for people on the move, in parallel to anticipatory action to mitigate the crisis impact, save lives and livelihoods, and enable societies to transition and recover towards sustainable development.

Responsibilities

  1. By working in close coordination with Area Based Coordinators in each governorate, provide technical guidance to Humanitarian, Resilience and Recovery Unit (HRRU) staff to implement all activities under the livelihoods portfolio, in line with all livelihoods tools, policies and procedures;
  2. Provide advice and guidance to the regional team to conduct livelihoods assessments including labour market and supply chain mapping, under the guidance of the Senior Livelihoods and Skills Development Officer and Area Based Coordinators, in line with livelihoods technical tools;
  3. In coordination with Area Based Coordinators in the assigned region, provide advice to team to assist in the identification and selection of individuals for livelihoods assistance, in line with livelihoods guidelines and policies;
  4. Assist Area Based Coordinators to identify partners and create opportunities with local authorities, livelihoods sub clusters, associations, chambers of commerce/ industry to implement IOM’s livelihoods projects;
  5. Provide support to HRRU teams to support selected individuals by facilitating orientation meetings and/or business trainings and/or counseling as necessary and provide support to them in the formulation of their business plans;
  6. Travel to all project sites in designated region (and as needed to other regions) and monitor individuals who have received IOM livelihoods assistance, EDF support and ensure that activities are being carried out in accordance with livelihoods guidelines and provide guidance to the team leaders to make necessary improvements of changes to livelihoods service delivery;
  7. Follow up with the field teams to quality check data and service delivery and follow up with the workplans and make recommendations, in coordination with Area Based Coordinators;
  8. Organize and conduct satisfaction and feedback surveys in order to improve future livelihoods projects, provide guidance to the livelihoods team and Area Based Coordinators to improve delivery of livelihoods assistance;
  9. Develop and maintain internal control and compliance processes and recommend to Technical Lead and Senior Livelihoods and Skills Development Officer how to strengthen those controls;
  10. Support fields team to mainstream gender, disability, protection, and other cross cutting issues into the livelihoods programming;
  11. Document and provide feedback to field teams on updated changes in livelihoods SOPs (Standard Operations Procedures) and guidelines;
  12. Perform such other duties as may be assigned by supervisor.

Qualifications

Required Qualifications and Experience

Education

• University or Bachellor’s degree in Social Sciences, Business Management with professional experience of at least four (4) years, or,
• High school degree in the above fields or related field from an accredited academic institution with six (6) years of relevant professional experience; or,

• equivalent combination of relevant training with practical experience in relevant projects.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience training and facilitating workshops on livelihoods and social cohesion
  • Minimum 3 years of relevant experience in Livelihoods/Community Revitalization though a gender point and experience with international organizations is an advantage.

Skills

  • Familiarity with computer programs, including MS Office suite.
  • Advanced English writing and communication skills.
  • Proven ability to supervise, train, and direct staff and manage operations in complex post-conflict contexts).

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English and Urdu is required (oral and written).

Working knowledge of provincial languages is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
