DRC has been responding to various humanitarian crises in Lebanon since 2004, working with Palestinian, Iraqi and Syrian refugees. DRC received registration from the Ministry of Interior in 2011, and since then has focused primarily on responding to the Syrian refugee crisis in Lebanon and the resulting impact on Lebanese host community. DRC Lebanon’s focus is to ensure that we are able to respond to critical emerging humanitarian needs whilst improve the living conditions of displacement-affected populations and contribute to the achievement of durable solutions. With an annual portfolio of $10million, and with approximately 180+ staff, DRC is focusing its response in protection and economic recovery sector in Bekka, North Lebanon and Beirut. DRC is also contributing to the evidence base and coordination structures in country through our Evidence Generation and RIMS teams.
About the job
The overall role of the Humanitarian Mine Action (HMA) Non-Technical Survey (NTS)/Explosive Ordnance Risk Education (EORE) Team Lead is to provide oversight and ensure implementation of all NTS/EORE activities where DRC has established operations. This includes the following :
1) training and retraining, education and awareness on EO and safe behavior, contributing to reduced risk-taking behavior within the affected communities;
2) identification of hazardous areas through NTS that will enable safe return of communities and/or land freed for productive use, while marking of contaminated areas, as part of NTS, will generate a decrease in the number of casualties;
3) Team supervision.
Your main duties and responsibilities will be:
- Direct supervision of the NTS/EORE team in the operational site.
- Obtain the appropriate permission of NTS/EORE activities provided by the relevant authorities
- Lead and /or deliver the EORE sessions to the affected communities according to the work plan.
- Before any NTS/EORE team deploys, the NTS/EORE Team Lead shall ensure to have the information specific to the district is provided by the safety and HMA units.
- Be aware of the security alerts and evacuation routes in case of security collapse in the area of operations. Establish an evacuation plan in collaboration with the Safety Unit.
- Be responsible for teams’ technical equipment, inventory transportation, and safety of NTS/EORE teams and have an equipment list on site.
- Shall be responsible for overall communications within team staff at the operational site and during traveling via mobile phones in accordance with DRC communication SOP.
- Shall be responsible for providing an on-time report in the following matters/timing:
- These all-mentioned reporting shall be registered in the team communication logbook and shared with paramedic. The NTS/EORE Team Lead can task a member of the team to do this reporting and registration process.
- Control the quality and quantity of NTS/EORE work in the field and make sure that all the activities are according to the plan and SOP.
- Oversee activities of EORE Team Members to ensure the EORE sessions are going as per guidelines, SOP and the assigned work plan
- Collect data from the EORE Team Members about EO information and EO accidents, review the reports and submit them to the HMA Manager.
- Follow up with the EORE Facilitators to ensure the EORE training material is in good condition and that enough EORE material is available for distribution during the sessions.
- Establish and maintain a strong liaison with local authorities and the community during the operation and specifically inform all relevant communities and authorities before starting the actual NTS/EORE activities on the ground.
- Maintain good discipline within the team during the operation and when they stay in the field.
- Control the working condition of equipment of NTS/EORE and materials for any damages and see to replacements if necessary, and on-time report of faulty/damaged equipment to the HMA Manager.
- Keep a record of daily, weekly, and monthly NTS/EORE activities.
- Collect the pre-post forms as per the guidelines and assigned targets and ensure SADD data collection.
- Prepare the EORE monthly progress report using predesigned IMSMA forms and report to the HMA Manager in the end of each month.
- Maintain close contact and coordination of activities with other DRC teams.
- Report to HMA Manager on any newly discovered mine accidents, incidents, SHAs, mines, and EOs.
- Conduct impact monitoring according to the plan, filling the forms, and reporting it on a time basis to the HMA Manager.
- Conduct refresher training for NTS/EORE team members and ensure the skills and competences of the NTS/EORE team members are according to applicable standards;
- Drive DRC vehicles during operations when required, following organizational and local driving regulations, if needed.
- Be responsible for the conduct of the work of the driver assigned to the NTS/EORE team.
- Any other task assigned by the Line Manager.
About you
To be successful in this role we expect you to have the following:
- Certificate/Accreditation of successful completion of NTS/EORE training course by LMAC.
- Bachelor’s degree in relevant field.
- LMAC NTS and LMAC EORE course certificates and EOD 3 qualified (desirable)
- A strong background in survey and have been involved in conducting a polygon survey/ NTS.
- Minimum two years of NTS/EORE experience in the Team Lead or similar position.
- Good communication and report-writing skills
- Good working knowledge of IMAS
- Good knowledge of mines and other EOs encountered in Lebanon (is an asset)
- Good knowledge of IM and IMSMA. Other GIS softwares (is an asset)
- Fluency in Arabic and knowledge of English languages
- Good skills in MS Office (Excel, PowerPoint, Word).
