Organizational Context and Scope

Under the overall supervision of the Head of Resources Management (HRM), and the direct supervision of the National Finance Officer, and in close coordination with other colleagues in the Resources Management Unit (RMU), the successful candidate will be responsible and accountable for working on budgeting and financial functions in the Country Office in Cairo, Egypt.     

Responsibilities

  1. Prepare and review accounting transaction reports for the CO-Cairo Office, ensuring completeness, accuracy, and compliance with IOM financial rules, regulations, IPSAS standards, and internal control procedures.
  2. Conduct pre-audit verification of invoices and supporting documents to ensure goods, services, and deliverables have been duly received before processing payments.
  3.  Support month-end closure activities, including account reconciliations, compliance checks, and preparation of financial reports for submission to relevant Units.
  4. Review, verify, and settle Travel Expense Claims (TECs) for the Cairo Office, ensuring adherence to IOM travel and financial policies.
  5.  Assist in monitoring financial activities of the Cairo Office, including oversight of expenditures, accountability, financial compliance, and basic financial analysis.
  6. Review and process accounting transactions on a bi-weekly basis, including internal/external service fees, invoices, and payments to service providers, ensuring compliance with service agreements and financial procedures.
  7. Process payroll for national staff in a timely and accurate manner, ensuring proper documentation and compliance with payroll regulations.
  8. Serve as Finance Focal Point for the CO-Cairo Office, responding to finance-related queries, supporting budget preparation, providing compliance guidance, and coordinating related financial documentation.
  9. Act as Finance and Compliance Focal Point for the Cairo Office within the Business Operations Strategy (BOS) Team.
  10.  Monitor assigned staff, project advances, timely settlement, compliance with financial policies, and follow-up on pending or non-compliant cases.
  11.  Timely prepare and submit compliant financial reports and relevant financial documentation for the Region.
  12. Assist in the preparation and monitoring of the annual budget for the CO-Cairo Office. 
  13.  Assist in coordinating the vendor creation and maintenance process, including verification of supporting documentation and adherence to compliance standards.
  14.  Support financial oversight for Implementing Partners (IPs) by reviewing and verifying IP financial reports, expenditures, supporting documents, and verifying compliance with agreements and donor requirements, support spot checks, financial monitoring, and IP capacity building.
  15. Identify compliance gaps, document findings, recommend corrective measures, and support the implementation of improvements to strengthen internal controls across the Cairo Office.
  16. Perform any other duties as may be assigned.

Qualifications

Required Qualifications and Experience

Education

  • Bachelor’s degree in finance, Accounting or Business Administration with four (4) years of relevant professional experience. Or 

  • High School Diploma from an accredited institution with at least six (6) years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience applying financial principles and procedures within institutional or organizational settings.

  • Experience developing and implementing internal control measures to prevent errors, fraud, and financial mismanagement.

  • Experience ensuring adherence to organizational financial policies, workflows, and approval procedures.

  • Experience integrating financial considerations into operational and administrative processes.

Experience using MS Office applications (especially Excel) and ERP-based accounting systems, including WAVE (Oracle)

Skills

  • Strong knowledge of financial rules, regulations, accounts payable processes, and compliance requirements.

  • Excellent analytical and reconciliation skills with high accuracy and attention to detail.

  • Skilled in conducting compliance checks, pre-audit verification, and reviewing donor/partner financial documents.

  • Ability to organize work efficiently, prioritize tasks, and meet tight deadlines.

  • Strong communication and coordination abilities with internal teams, vendors, and Implementing Partners.

  • Proven ability to maintain confidentiality and handle sensitive financial information professionally.

Languages

For this position, fluency in English is required (oral and written).
