Organizational Setting

The Department of Nuclear Sciences and Applications (NA) implements the IAEA's Major Programme 2, "Nuclear Techniques for Development and Environmental Protection". This Major Programme comprises individual programmes on food and agriculture, human health, water resources, marine environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.
The Research Contracts Administration Section (NACA) manages the IAEA's coordinated research activities (CRAs). The objective of the coordinated research activities is to stimulate and coordinate the undertaking of research and development in selected nuclear fields by scientists in IAEA and FAO Member States. NACA manages all aspects of the CRAs, including programmatic and financial planning and implementation relating to research, technical and doctoral contracts and research agreements, coordinated research projects (CRPs) and Research Coordination Meetings. NACA is also in charge of the administration of the IAEA’s Collaborating Centres Scheme and manages the administrative aspects of Practical Arrangements and Memorandum of Understanding for the Department.
 


 

Main Purpose

Reporting to the Section Head, the Associate Research Contracts and Partnership Officer contributes to the partnership and outreach activities related to the Coordinated Research Activities and Collaborating Centres Scheme, as well as the Practical Arrangements and Memorandum of Understanding in the Department. He/she also contributes to the efficient administration of the Coordinated Research Activities and Collaborating Centres Scheme. He/she comprises and processes documents and contracts, checks accuracy and quality of information and records and maintains various kinds of data and information.

The Associate Research Contracts and Partnership Officer obtains, provides or clarifies information relevant to Coordinated Research Activities and Collaborating Centres Scheme with staff at all levels in the Section or related programmes on matters related to the assignment and relays instructions from the Section Head, gathers information and documents, and reminds internal and external stakeholders of deadlines. She/he may exchange standard information with officials outside the IAEA. The Associate Research Contracts and Partnership Officer may provide guidance to temporary or more junior staff.
 


 

Role

The Associate Research Contracts and Partnership Officer is a team member, working collaboratively within the Section to assist in enhancing partnership and outreach activities and coordinated research activities; and a contributor, supporting the Section Head in administering the Collaborating Centre Scheme.


 

Functions / Key Results Expected

Record, process and maintain information related to the Collaborating Centres Scheme, and prepare relevant standard letters to be sent to the Collaborating Centres or to the Permanent Missions.

Support the coordination and facilitation processes of designations and re-designations of the Centres under the IAEA Collaborating Centres Scheme, contributing to efficient administration of the Collaborating Centre Scheme across the Departments. 

Assist in refining the process and procedures of the Collaborating Centre Scheme.

Assist in optimizing the Departmental partnership database.

Engage in the Departmental effort in enhancing the work on partnership resource mobilisation.

Prepare, format and upload information on the CRA and Collaborating Centre web pages.

Carry out duties related to the administration of the research, technical and doctoral contracts and research agreements such as data input, information validation, document preparation, quality check, and follow-up of pending issues.

Assist in design, testing and documenting procedures of IT solutions for management of Coordinated Research Activities, Collaborating Centres Scheme and Partnership.

Support in the preparation of relevant information, tables, charts and other components of documents relating to Coordinated Research Activities and Collaborating Centre Scheme. 

Perform back-up work and other duties within Coordinated Research Activities and Collaborating Centres Scheme portfolios, as assigned by the Section Head.

Qualifications, Experience and Language skills

  • Bachelor's Degree - Management, Business Informatics, Business Administration, Economics, Social Sciences, Political Sciences, Engineering or a related field.

  • Some relevant working experience at the national or international level including programme/project support and partnership would be an advantage.

  • Knowledge of designing, implementing and maintaining Sharepoint platform, PowerBI and relational database.

  • Ability to analyse data and business process, suggest innovative solution, and produce statistical reports and documents for programme review, analysis and outreach.

  • Ability to assist in IT solution design.

  • Ability to focus on quality and accuracy and pay attention to detail.

  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


 

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $43834 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 22838, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; Other benefits include 6 weeks' annual leave, home leave travel, pension plan and health insurance.
