Organizational Setting and Reporting Relationship
While the position of Facilities Management Specialist resides with the Institutional Services Division (CSIS) within the Corporate Services Department (CSD), you will be strategically assigned to Dhaka at the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD).
You will report to designated International Staff in the Field Office Support (FOS) Team within CSD in ADB Headquarters in Manila and have matrix reporting line to Country Director, BRM or designated International Staff in the Resident Mission. Additionally, you will oversee the facilities management service provider and contractors.
Your position title upon appointment is Real Estate Management Officer.
Your Role
As a Facilities Management Specialist, you will provide technical operational support for facilities, engineering, and real estate functions across BRM and selected field offices in the South Asia region. You will ensure that infrastructure and services are reliable, compliant, and cost‑effective. You will oversee building operations, emergency readiness, regulatory compliance, sustainability certifications, and long-term infrastructure planning towards strengthened facilities management, safety compliance, and infrastructure requirements. You will manage service providers and contractors to ensure safety, and service quality, while also guiding financial stewardship through budgeting, procurement, and contract oversight. Being the central coordination point among other teams, headquarters, consultants, contractors, and government authorities, you will support the seamless execution of facilities and capital improvement projects.
You will promote a safety culture by implementing risk mitigation measures and ensuring the health and safety of staff, consultants, service providers, and contractors.

The staff will contribute independently to the unit by completing a variety of tasks assigned, covering all or a combination of the following responsibilities:
Engineering and Building Operations and Maintenance
- Communicate with the FOS team and plan for the upgrade of facilities and engineering equipment operations. This planning should follow new developments in technology, government regulations, health and safety requirements, and Leadership in Energy and Environmental Design (LEED) guidelines. The goal is to achieve improvement and rehabilitation of these operations. Ensure that these are completed within the approved budget and timeline.
- Oversee routine inspections, preventive and corrective maintenance schedules, and emergency response procedures to minimize disruptions to office operations. Ensure seamless operation of essential building services by being available to go on duty during holidays and in times of emergencies like storms and civil disturbances. Implement and control Business Continuity programs during crisis and emergency situations by ensuring the presence and availability of service providers.
- Partner with relevant government agencies in securing permits and licenses for operating multiple engineering services.
- Manage the outsourced building maintenance and facility management team and janitorial staff. Ensure that maintenance personnel maintain all building services, including air conditioning, power and water supply, lighting, sewage systems, elevators, fire protection systems, and other office equipment properly. Additionally, they must operate and comply with safety and regulatory standards.
- Provide inputs to strategic planning for asset enhancement, sustainability projects, and space optimization and ensure financial stewardship through budgeting, procurement and contract oversight. Collaborate with engineering teams, consultants, and contractors for inspections, fit out, repairs, refurbishments, construction, and capital improvement projects.
- Act as BRM's Safety Officer by implementing and enforcing safety control measures to mitigate occupational risk associated with health and safety of staff, consultants, service providers, and contractors.
Building, Grounds, Landscape,Janitorial, Integrated Pest and Waste Disposal Services
- Ensure that building service requests are attended to promptly and within the scheduled time frame. Plan and oversee work programs of service providers by ensuring their implementation following work specifications, Service Level Agreement (SLA) and contract value.

Verify the outcome of the SLA for each service contract and bring to the attention of any non-conformance to work specifications and standards. Review service contracts periodically to achieve outputs concerning cost efficiency by coordinating and overseeing the preparation of the Performance Evaluation Reports.
Others
- Support FOS in delivering similar services to other SARD field offices. This may involve regular and periodic visits to selected field offices to offer technical and operational assistance, aimed at strengthening their facilities management, safety, compliance, and infrastructure requirements.
- Perform other tasks assigned and reflected in your workplan.
Qualifications
You will need:
- Bachelor's degree in engineering (Civil, Electrical, Mechanical or Architecture), science, or related fields; preferably with master's degree or advanced training in building operations and maintenance and commercial background.
- At least 8 years of work experience building engineering, construction and maintenance services.
- Experienced in implementing or reviewing building health and safety rules and regulations within a facilities management or project implementation environment.
- Demonstrate the ability to provide strategic insight into analyzing complex situations and design well-thought-out solutions.
- Experience organizing multiple tasks and producing professional-quality outputs within the deadline.
- Experienced in using computer-based tools including MS Office, Outlook, SharePoint, project management systems, and financial tracking tools such as MS Project and MS Planner.
- Good command of verbal and written communication skills in English, familiarity with local language and institutions.

This appointment is open to internal and external applicants.
This opening is a local staff position. It is open only to nationals and permanent residents of Bangladesh.
This is a fixed term appointment with option to renew, initially for a period of up to 3 years, or up to the Normal Retirement Date (NRD), whichever comes earlier, for the purpose(s) and conditions determined by ADB, in accordance with Administrative Order No. 2.01 (Recruitment and Appointment). After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years or not renewed. This decision will be made in the overall interest of ADB, based on factors including but not limited to the requirement of Staff's particular blend of skills and experience for the medium-term work program of the organizational unit, sufficient funding to cover the renewed period, and Staff's performance and suitability for employment. There is no limit to the number of renewals up to NRD. However, this appointment is not convertible to a regular appointment.
