About this position

We are looking for a professional with strong technical training and hands-on experience in tourism, with solid analytical and writing skills, to provide technical and operational support to the Bank’s tourism team. The consultant will contribute to the analysis, preparation, monitoring, and systematization of projects and knowledge products, working closely with sector specialists and under technical supervision. The position has a strong cross-cutting support component, including information organization, preparation of technical inputs, and support to operational processes. It is ideal for professionals seeking to consolidate experience working with tourism project portfolios in a multilateral organization.

The selected person will join the Trade and Investment Attraction Division (PTI/TIN) of the Productivity, Trade and Innovation Sector, and will work under a matrix structure. In this context, they will coordinate continuously with IDB Country Offices and with teams from different Divisions and Departments. The geographic scope of their support will be determined based on their place of residence and operational needs, and may involve projects and initiatives in various countries and subregions of Latin America and the Caribbean.

What you’ll do

The consultant will provide specialized technical support for managing the IDB’s tourism project portfolio, in coordination with the sector tourism team. Main responsibilities include:

  • Support updates to the Bank’s engagement strategies in the tourism sector by preparing technical inputs, analyses, and draft sector diagnostics.
  • Prepare technical analyses and support notes that contribute to dialogue with member countries, under the guidance of the sector team.
  • Support the identification, design, and preparation of loans and technical cooperation operations, especially through information gathering, technical analysis, document drafting, and operational coordination.
  • Support implementation of tourism projects and programs and contribute to portfolio management, in collaboration with Bank teams responsible for the different initiatives.
  • Support the application and systematization of methodologies for evaluating sector projects and programs, as well as the preparation of analytical and knowledge products.
  • Draft technical notes, Terms of Reference, and related documentation for deliverables produced internally or through consultancies, as well as for projects under implementation.
  • Participate in meetings with program executors, technical cooperation beneficiaries, IDB teams, and other stakeholders, providing technical and analytical inputs.
  • Participate in in-person missions and technical and operational supervision visits within the framework of projects, as required.
  • Support the organization of internal monitoring and follow-up meetings with the IDB tourism team.

Technical support will be linked mainly, though not exclusively, to the project portfolio of Mexico, El Salvador, Panama, Trinidad & Tobago, Barbados, Bolivia, Ecuador, among others. The contract supervisor will agree with the consultant on the scope of activities for each month before it begins.

What you'll need

  • Education: Bachelor's degree (or equivalent advanced degree) in Tourism, Business Administration, Economics, Public Policy, Development, Geography, or related fields. A postgraduate degree in tourism economics, public policy, sustainable development, evaluation, and/or project management is desirable.
  • Experience: At least between 2 and 4 years of progressive experience in the tourism sector, in roles related to technical support, analysis, preparation, or implementation of projects, programs, or public policies. Strong analytical capacity is required, including preparing diagnostics, technical notes, or inputs for decision-making. Experience in project management is desirable, and prior experience working with multilateral organizations, international cooperation, or development institutions will be especially valued.
  • Languages:  Proficiency in Spanish and English, spoken and written, is required. Additional knowledge of French and Portuguese is preferable.
