Work Location
The consultancy will be hybrid. While the majority of the consultancy will be home-based, the consultant will, provided security conditions allow, be required to undertake missions to Amman and, if possible, Jerusalem to conduct in-person interviews and participate in workshops. UNRWA will cover all flight and subsistence costs related to such official travels.
Expected duration
6 months; the assignment will commence by 30 April 2026 and will be completed by 30 September 2026.
Duties and Responsibilities
UNRWA’s External Relations and Communications Department (ERCD) oversees the development of the Agency-wide Resource Mobilization and Outreach Strategy (ReMOS), leads its implementation and coordinates its operationalization, including by supporting field and representative offices. UNRWA is currently in the process of developing a new ReMOS for the period from 2026-2029. This new strategy will take into account a recent evaluation of its 2023-2025 ReMOS and will guide the Agency’s medium-term strategic direction and objectives for resource mobilization and outreach, including public communications. - Objectives of the Consultancy UNRWA is seeking an experienced individual to provide strategic advice to ERCD leadership on development of its 2026-2029 REMOS. A consultant is sought to: 1) Advise the ERCD leadership in determining the appropriate strategic framing and approach for the 2026-2029 ReMOS and accompany ERCD’s leadership throughout the process of development of the 2026-2029 ReMOS; 2) Lead internal consultations to support the development of the 2026-2029 ReMOS, including with the Executive Office, the Senior Management Team, Field and Representative Offices and ERCD staff; 3) Lead external consultations to support the development of the 2026-2029 ReMOS, including with UNRWA donors as well as with peer UN entities; 4) Draft the 2026-2029 REMOS, including a results-based framework and an operationalization plan; 5) Develop a paper that sets out a clear definition of roles and responsibilities within UNRWA stakeholders with respect to resource mobilization and outreach , including in relation to “political” outreach, as well as a delineation of roles, responsibilities, and accountabilities between HQs and Field Offices with respect to fundraising; - Specific objectives include: a. Submit an inception work-plan with methodology and draft timeline; b. Prepare a stakeholder engagement strategy to ensure comprehensive internal and external buy-in to the new strategy; c. Review background materials, including the 2023-2025 ReMOS evaluation, departmental workplans, etc..; d. Compare resource mobilization / outreach strategies of other UN entities for benchmarking purposes; e. Prepare a draft ReMOS, including the results framework, that incorporates accepted recommendations of the evaluation, where appropriate; f. Prepare a draft operationalization plan for the 2026-2029 ReMOS; g. Develop a paper that sets out a clear definition of roles and responsibilities within UNRWA stakeholders with respect to resource mobilization and outreach, including in relation to “political” outreach, as well as a delineation of roles, responsibilities, and accountabilities between HQs and Field Offices with respect to fundraising h. Present the revised draft to D/ERCD and DCG/PP for review and comments; i. Support ERCD in preparation for and presentation of the ReMOS to UNRWA’s Executive Advisory Group; j. Finalize the ReMOS based on consolidated comments and ensure a comprehensive dissemination strategy and roll-out as required. In undertaking the above, the Consultant may elect to engage an additional consultant to support him/her in undertaking the above. Such consultant will be hired directly by UNRWA.
Qualifications/special skills
• Advanced university degree from an accredited academic institution in business administration, economics and politics, international relations, international cooperation and development or any related field. • At least 10 years of professional solid experience at the senior level of leadership or experience in advising senior leadership of international organizations in relation to strategic planning and strategy development in external relations and partnerships, political outreach and resource mobilization, and/or strategic communications; • Experience in leading or advising UN entities or international organizations through major change processes that enable them to adapt to evolving contexts, while maintaining strict adherence to mandate; • Experience in advising senior leadership in UN entities or international organizations operating within complex political, operational, and financial environments on ensuring sustainable financing, developing strategic partnerships and engaging politically in ways that contribute to increased engagement and support; • Experience in undertaking geopolitical and institutional analysis, knowledge of donorship and donor trends, including in philanthropy, multi-stakeholder diplomacy, aligning public, private, and philanthropic actors around shared investment and policy objectives’ • Experience in leading or advising on reputational risk, strategic communications and trust management in high-exposure, multi-market environments.

Additional Information
1. Institutional Arrangements / Supervision • UNRWA’s ERCD will provide a dedicated focal point to support the consultant during this engagement. • Documents will be provided and interviews will be organized by the ERCD. 2. Remuneration / Payment Schedule • The consultant will be paid at the scale of P5 international staff salary scale. • Payment schedule will be discussed and agreed with the consultant. • All payments subject to satisfactory delivery of each milestone and approval by UNRWA. 3. Confidentiality and Intellectual Property • The consultant shall maintain full confidentiality of all data, documentation and information received from UNRWA. • All deliverables (drafts and final) shall become the property of UNRWA. • The consultant shall not publicly disclose or publish any material from this assignment without prior written consent from UNRWA.
